The employee serves as Budget Technician with the Capital Planning and Activation Service (CP&AS) at the Durham VA Medical Center located in Durham, NC. The Durham VA Health Care System's main medical center is in Durham NC. An additional Outpatient Center with 350 FTEE will open in Garner around Fiscal Year (FY) 24. The health care system has a growing employee population of more than 5500 staff in the next two (2) fiscal years.
Duties
Major duties include, but are not limited to:
Serves as Budget Technician for CP&AS He/she accepts and supports the mission, vision, and guiding principles of this medical center.
Assists in the performance of a variety of budgetary duties and procedures in implementing and administering cost account
functions involving estimates, procurement, validation, and reconciliation.
The subject matter expert for the service in to manage and track purchase orders, invoice payments, and contract information.
Works under the supervision of the Deputy Chief who provides general information on new construction priorities and deadlines, and changes in reporting requirements.
Independently oversees and approves transactions for Fund Code Appropriations and is responsible for all Credit Card purchases and reconciliations for Fund Control Points (FCP) associated with activation of project major construction and lease projects.
Prepares spreadsheets and tracks dollars spent for all CP&AS contracts.
Reviews all monthly orders and adjusts as necessary to conform to budgetary limitations.
Purchases supplies, equipment, and services through open market purchase by blanket agreement, cash or field purchase order, or similar methods; processes and tracks purchase documents.
Performs other duties as assigned.
Work Schedule: Monday- Friday, 8:00 a.m.- 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administering and maintaining budgets from various fund sources; works with purchasing requests; entering and tracking budgetary transactions into a computerized budgeting system; performing research to investigate and resolve errors; Extract and analyze data; and prepare correspondence and budget reports to be utilized by internal and external stakeholders.
