This position is located in the Division of Maintenance, Roads and Trails Section, at the Delaware Water Gap National Recreation Area. Facility types include: front and hiking trails, multiuse bike trails, equestrian and handicap accessible trails, drainage structures, bridges, signage, grounds mowing etc.
Duties
As supervisor of the trails crew, duties include hiring, evaluating and training the trails crew, in maintenance, repair, and construction of trails and bridges within the park. Skilled in carpentry and masonry trades to complete complex projects from initial layout to final completion. Serves as a supervisor of work crews executing difficult and complex trail construction and maintenance projects to the highest standard such as installation and repair of rock and log water bars, rock and log steps, rock and log retaining walls, drainage structures, rip-rap tread, bridges and signs. Skilled in the operation of portable and stationary hand and power tools, and familiar with safety practices. Will work as part of the crew, accomplishing the full range of trails work duties. Demonstrates proper techniques for trail maintenance, construction, and rehabilitation.
Plans project logistics and utilizes own extensive knowledge and skills in the areas of carpentry, dry and wet stone masonry, trail condition assessment, use of hand tools and equipment operation specifically in a trail maintenance and construction capacity. Knowledgeable regarding the strengths, capabilities, and working load limits of equipment and materials used in rigging operations including wire ropes, grip hoists, anchor systems, wire rope clips, shackles and hooks, blocks and wire rope grips. Independently install and assemble effective rigging or grip-hoist systems such as direct pull, 2:1, 3:1, highline and double haul back systems to safely move rocks, logs and other construction materials weighing up to 2 tons.
Operates a variety of motor vehicles to transport team, supplies and equipment to various locations. Required to operate a stake truck and five-yard dump truck. Operates a variety of equipment to maintain and construct trails.
Operates computer programs: Microsoft Word, Excel, email. In addition, works with Facility Management Software System (FMSS), Project Management Information System (PMIS), Project Scoping Tool (PST). Adds work orders, reports, tracking Daily Work Reports and creates trails projects in the PMIS system.

SCREEN OUT: Experience providing supervision and oversight to a variety of trade workers including crafts such as carpentry and masonry as it pertains to maintenance, roads and trails. Responsible for the planning, estimating, and scheduling of complex work projects, equipment replacement, preventative maintenance, snow removal, new construction, and recurring work in the general maintenance of trails, grounds, signage, and bridges, throughout the park. The incumbent is also responsible for the spring opening of all trails. Ensure that short and long term projects are completed on schedule. Experience developing performance standards, evaluating employee performance as well as initiating disciplinary actions for performance and conduct issues. Supported park operations during significant weather events and been relied upon to ensure facilities are operating during emergencies. Ensure staff are properly trained in the safe use of equipment, proper protective gear and ensure safe work practices are followed.
