The position is located on the West Los Angeles campus of the Department of Veteran Affairs (VA) Greater Los Angeles Healthcare System. The purpose of the position is to direct and perform all administrative functions administration, human resources management, budget and finance, management and program analysis, committee support and related administrative matters in support of one of services under the Patient Care Services: Nursing Operations and Nursing Primary Care.
Duties
Oversee a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms management, and timesheets.
Discuss pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations.
Provide advice and guidance on the interpretation and application of administrative directives and instructions.
Analyze management plans to determine the impact on administrative processes.
Manage procurement and contracting for the support of Nursing Services acting as a Contracting Officer Representative.
Responsible for budget by developing and maintaining a system of effective administrative controls.
Provide general oversight for all acquisition process within the Service line.
Review and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy.
When subordinate staff positions are filled, Pprovides technical and administrative supervision of subordinate staff, exercises human resources responsibility by initiating requests for recruitment, interviews and selects employees, complies with EEO objectives; plans and assigns work, and maintains accurate and current position descriptions.
Based on day-to-day observations, analysis of work processes, and special studies, the incumbent evaluates facility program operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of administrative problems and conflicts.
Plan and conducts management studies and analyses to determine the impact of medical facility realignments and changes.
Compile and analyzes facts, develops plans, and performs coordination.
Prepare reports with findings and recommendations based on management and administrative considerations
Direct administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately.
Develop information papers and correspondence on wide variety of administrative functions.
Act as Fund Control Point (FCP) Official for three FCPs

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 . For a GS-09 position you must have served 52 weeks at the GS-07 .The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09
Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: Compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning agency personnel processes and procedures; experience using office automation programs such as work processing spreadsheet, graphics, and desk top publishing; and coordinating with management to control purchasing and use of supplies. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR,
Education: I have completed a master's or equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. (or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience is equal to one hundred percent.
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing daily operations of administrative programs and services; ensuring timely submission and compliance with directives, regulations and procedures; 2) Preparing and finalizing correspondence, reports, retrieving, and formatting information for various sources; & 3) Managing administrative functions for human resources, budget and finance, program analysis, office support services, document control, or logistics, in order to enhance the effectiveness and efficiency of facility operations and activities. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience is equal to one hundred percent.

.Physical Requirements: The work is generally sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing, bending and climbing into full-sized buses and 3-axel trucks. No special physical qualifications are required.
