OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country.

Duties

As a Human Resources Specialist (Classification & Recruitment), you will: Serve as a technical expert providing the full range of support to managers and supervisors in the following: Classification and position management-related duties to include resolving difficult and complex position management and position classification issues involving a variety of professional, administrative, technical, law enforcement, and clerical positions. Serve as a technical expert on classification matters. Provide extensive assistance, advice and guidance to supervisors and managers to clarify and define duties and responsibilities of positions, interrelationships with other positions, and career patterns, determine the types of positions required and the most appropriate organizational structure, recommending options or alternative courses of action for attaining human resource management goals. Interpret, analyze, and prepare responses to new or proposed changes to complex legislative, regulatory, and policy guidance affecting classification. Serve as a technical expert in providing the full range of support to managers and supervisors in performing the following: complex position analysis to determine position requirements and area of consideration, utilize the most efficient techniques to fill vacancies and meet the goals of the Directorates/Offices served. Provide management with a wide range of flexible and innovative strategies in carrying out the full range of Delegated Examining Unit (DEU) for assigned areas. In this capacity, develop job analysis, crediting plans, vacancy announcements, position descriptions, assessment questionnaires, and other rating guides, reviews employment applications for minimum qualification requirements, adjudicates veterans' preference, and prepares Certificates of Eligibles and reviews contractor's work, as appropriate.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience: - Providing technical advice and guidance to management on human resource initiatives such as: recruitment and placement, classification and position management; AND - Applying HR laws, policies, regulations and procedures as it pertains to the review of position descriptions, evaluation statements, job analyses, vacancy announcements, certificates of eligible and pay setting services for General Schedule (GS) employees or equivalent; AND - Performing human resources staff acquisition work that includes applying Title 5 regulations and merit staffing procedures or equivalent. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
