This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent will serve as Civil Engineer for Construction Division and performs a variety of professional engineering duties related to the technical support of construction, maintenance, and operation of navigable waterways in the Mobile District.

Duties

Responsible for independently coordinating new work and maintenance dredging activities on coastal and inland navigation projects with a number of local, state, and federal environmental agencies Coordinates project operations and maintenance activities with other components of the District (engineering, administrative, contracting, real estate, operations, and legal). Prepares plans and specifications or portions of such documents for dredging and other navigation projects as needed. Reviews contract plans and specifications prepared by Project office and/or Engineering Division. Serves in a liaison capacity with responsibility for disseminating environmental information and guidance for long-term dredging and disposal programs. Participates in planning for dredged material ocean dumping and water quality certification activities. Serves as Civil Engineer and performs a variety of professional engineering duties related to the technical support of construction, maintenance, and operation of navigable waterways in the Mobile District.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• TDY up to 25 percent of the time.
• Incumbent must obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• This position requires the employee to use personal protective equipment provided by the employer.

Qualifications

This is a Term appointment not to exceed 13 months, with provisions to extend in one year increments, up to a maximum of 8 years. Using this Direct Hire Authority, there is no option for conversion to a permanent position at the end of the term appointment. Permanent Army employees that apply for and are selected for this time limited appointment will be expected to sign a Statement of Understanding to acknowledge that there will be no Return Rights to the position they are vacating, and that there "Permanent Status" will be changed to "Non-Status". Basic OPM qualifications for the Engineer-GS-0810: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf In addition to meeting the basic requirement above, to qualify for the GS-12 position you must also meet the following qualification requirements listed below: Specialized Experience: One year of specialized experience at the GS-11 level which includes: (1) Implementing, in coordination with the project Offices, long-term disposal plans including development of disposal site management alternatives,(2) Analyzing ways to increase longevity of the sites and utilize dredged material as a beneficial resource,(3) Providing technical assistance to project offices in the proper and orderly processing of contract modifications to include preparation of change order requests, development of government estimates, negotiations and processing of final modification documents, and (4) Negotiating and/or providing technical guidance in the negotiation of contractor proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
