The incumbent serves as the Health System Specialist with primary duties focusing on VISN Operations of Planning for the VA NW Network (VISN 20) located in Vancouver, Washington. In this capacity, the incumbent performs duties contributing to the strategic and administrative management of an integrated health care delivery system that requires the ability to apply specialized principles and practices of health care management.
Duties
Provides full staff assistance on strategic and administrative matters affecting the VISN 20 healthcare delivery system.
Recommends new VISN policies and procedures and/or revisions to those in existence and assists in their development that may ultimately affect operations, patient care, or clinical services.
Serves as the primary resource and expert for Network strategic planning activities, incorporating national strategic planning guidance, Government Performance Results Act (GPRA) guidance, VHA policy and performance measurement initiatives, and VISN strategic planning.
Coordinates the Network planning cycle including eliciting input from senior leadership in developing planning assumptions and drivers, planning related activities of the VISN 20 Capital Assets Program and Executive Leadership Council, and developing an annual Network Strategic Plan based on VHA planning guidance and needs of the network.
Coordinates the Network program for establishment, relocation, and expansion of Community Based Outpatient Clinics (CBOCS).
Performing Network population-based demographic studies involving data collection and analysis, forecasting, and related methodologies.
Analyzes and understands market trends, changes and shifts, and able to articulate and verbalize to a Senior Leadership team.
Presents at VISN-wide meetings, conferences, and training sessions in strategic planning and VHA and Network planning initiatives.
Develops background and management options available to deal with complex VISN planning and implementation issues and ensures that proposals/initiatives submitted for VISN approval are complete and all implementation requirements are accurately identified.
Compiles final reports including comprehensive analysis and notes discrepancies and planned initiatives for effecting remedial actions.
Establishes process controls to ensure recommendations and actions are completed as approved and implements resolutions after concurrence of supervisor.
Serves as a contributing member of high-level policy groups which plan and recommend the use of all resources, including program modification and development.
Is an expert on VA data sources and can extract data, interpret it, and utilize the information for the planning process.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet time in grade and specialized experience requirements within 30 days of the closing date of this announcement, 12/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below:
Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript required).OR,
Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems.
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to meeting the Individual Occupational Requirement requirements, applicants must also meet the specialized experience requirement as described below. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advanced knowledge and professional experience in the principles and techniques of strategic planning and analysis; Knowledge of the unique characteristics of the VA Network at large (facility, Network, VHA, VA missions, organizations, program requirements) to develop and manage an integrated Network strategic planning program; Using assessment tools for identifying actual and potential problem areas; Collecting a wide variety of data and reporting results in a concise, usable manner; Utilizes theories, trends, and data to identify, analyze, and resolve critical planning issues throughout the Network; Uses a broad spectrum of computer-based programs for communication, report generation, and presentation. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.
