Organizational Location: The Northwest Network, Veterans Integrated Service Network (VISN 20),Vancouver, WA. The primary purpose of this position is to provide support to the direct office line under the Chief Medical Officer by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The position provides a variety of managerial and administrative assistance in multiple areas.

Duties

Major duties include but are not limited to: Program Planning and Implementation Manages, supervises and / or supports major VISN-wide clinical initiatives and projects Provides technical expertise in the field of health care planning, clinical improvement, system redesign and patient centered care Develops and coordinates internal review system for tracking planning activities Obtains, consolidates and analyzes information for presentation to Chief Medical Officer, Deputy Chief Medical Officer, VISN and Medical Center Executive and Service line leadership, and facility staff for use in planning, development, and operation of VISN programs Ensures the integration of all initiatives in terms of phasing, implementing and monitoring programs Complies with directives, Network policy and guidance Performs staff work in short and long-range planning efforts Program Evaluation and Monitoring Complies final reports including comprehensive analyses; note discrepancies, makes corrections and initiates remedial actions Establishes process controls to ensure that recommendations and actions are completed as approved Provides consultation to the field and implements resolutions Monitors action items and ensures appropriate progress and ongoing risk management Recommends new policies and procedures and revision to existing VISN policies and procedures as necessary Program Review and Documentation Ensures effective reporting and internal evaluation of programs Provides consultation, monitoring, and analysis of changes in mission, goals, new legislations, and technological advances to assess the impact of these changes of clinical priorities, procedural impacts, and oversees the development and implementation of action necessary to facilitate optimal care delivery Drafts clinical program updates to present to VISN leadership, VISN facilities, VA Central Office, and members of Congress Drafts new and revised VISN Memoranda and Bulletins and upon review and concurrence of the Network Director and concerned services, disseminates the publications Compiles, coordinates, and completes facility responses to recurring, non-recurring, and special reports requests by National, State, and / or community organizations. Preferred Experience: Minimum three (3) years Veterans Health Administration experience to include administrative support to clinical programs, Human Resources, Budget and special projects. Qualifications

To qualify for this position, applicants must meet time-in-grade & specialized experience requirements within 30 days of the closing date of this announcement, 10/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12, in the normal line of progression for the occupation in the organization. Your experience must show progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of specialized experience would typically include, but is not limited to: Supervises, develops, monitors and reviews data/trend analyzes regarding clinical care and performance activities. Manages, supervises and/or supports major VISN-wide clinical initiatives and projects. Ensures the integration of all initiatives in terms of phasing, implementing and monitoring of programs. Develop and coordinate internal review systems to assure that both clinical and administrative activities are in compliance with these standards. Provides technical expertise in the field of healthcare planning, clinical improvement, system redesign and patient centered care. Obtains, consolidates and analyzes information for presentation to VISN/Medical Center Executive Leadership for planning, development and operation of VISN programs. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. You will be rated on the following Competencies for this position: Manages and Organizes InformationPlanning and EvaluatingSystems Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
