The incumbent in this position performs duties directly contributing to the administrative management of the Surgical Care Service line at the Miami VA Healthcare System, (MVAHS). This position reports to the Associate Chief of Staff for Surgical Care Service line. The MVAHS is a large, high-complexity, and diversified university-affiliated Medical Center. The individual has personnel, budgetary, planning, and administrative responsibilities.
Duties
Duties include, but are not limited to:
Serves as coordinator for contracts, purchases, services, equipment, and implants.
Support VISN 8 and VACO contracting officers by assisting in developing statement of work, monitoring contract performance, inspecting completed work against contract requirements, and by recommending progress payments, terminations, and other actions as appropriate.
Submit budget information for contract cost escalations, procurement of implants and the supplies and materials related to it.
Maintains and monitors of Implant contracts and serves as the primary Contracting Officer Representative (COR).
Recording of all implants into the implant tracking system used by the Medical Center.
Assists in analyzing program, budgetary, and fiscal data. Monitors expenditures and forecasts changes that require reprogramming of funds for assigned areas of responsibility.
Reviews work completion reports to ensure accuracy and compliance with organizational standards. Identifies, requests, and receives data reports for quality improvement.
Assist service Chief with the formulation and execution of Surgical Care fiscal budget.
Assist with the budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.
Directly reports to the Associate Chief of Staff for Surgical Care Service line.
Provides technical and administrative supervision of Title 5 staff: 2 Administrative Specialist GS 0301-09 and one Administrative Assistant GS 0303-07.
He/she exercise human resources responsibility by initiating requests for recruitment, interviewing, and selecting employees, complying with EEO objectives, planning, and assigning work, and maintaining accurate and current position descriptions.
Sets priorities and establishes schedules; evaluates performance, recommends promotions and awards; approves requests for leave; identifies training needs; keeps employees informed; provides counsel; and recommends disciplinary action as required.
Performs other related duties as assigned.
Work Schedule: 7:30am-4:00pm Monday through Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:1) Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. 2) Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 3) Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. 4) Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. if related to the work of this position. Combination: Must possess a combination of qualifying specialized experience and education as described above to qualify at the GS-11 level for the Program Specialist position. You have 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. You meet 75 percent of the required experience and 50 percent of the required education, i.e., you have 1/2 year of graduate study beyond that required for GS-9. Therefore, you exceed the total requirement and are qualified for the position (Your first 2 years of graduate study are not qualifying for GS-11. (Transcripts must be submitted).

Physical Requirements: The work is primarily sedentary, although some light physical effort may be required. May require occasional travel to the outpatient clinic or CBOC's where primary and specialty care are delivered. The work places no special physical demands on the employee. The work includes routine walking, standing, bending, and carrying of items such as paper, brochures, and light
equipment.
