The incumbent serves as a Management Analyst for the Winston-Salem Regional Office, Director's Office. The position provides program, administrative, technical, analytical, and management support to the Assistant Director, as well as other senior staff members. A management analyst is needed to ensure that the Director's Office division runs efficiently and effectively.

Duties

Major Duties Reviews and studies laws, VA administrative issues and special instructions to determine their effect on organizational alignment, work methods and procedures, application of work measurement, work simplifications, documentation of essential records, and flow of communications to determine the need for new or revised local policies, procedures or controls, and to coordinate these determinations with operation officials concerned. Conducts comprehensive Manpower Utilization Surveys. Ingenuity, original thinking, inventiveness, and independent judgment are required to arrive at clear-cut determinations as to whether manpower, material, and funds are being used to the optimum. These surveys require the application of special skills involving auditing, reviewing, and analyzing and interpreting controlling laws, regulations, and procedures, as implemented by various manuals and publications. Develops and composes Regional Office publications governing station management policies and procedures as assigned. Assists management in developing budget estimates by referring to prior year data, compiling information and completing the various documents for the station budget plan. Prepares fund distribution and informs management officials of these allocations. Observes fund usage and makes revisions as needs, priorities, etc., occur. Consults with the Director/ Assistant Director on these matters. Monitors, interprets and analyzes data available through VBMS, EPR, WATRS, Tableau, WIT, and other systems to validate correct reporting, analyze trends and to suggest improvements in managerial and operational effectiveness. Provides support to divisional management on significant issues that include, but are not limited to; policies, Division goals and objectives, internal controls, and the preparation of priority reports to the Director, VA Central Office, and Office of Field Operations. Reviews all new directives from all sources and advises the Director's Office regarding the impact on Division programs and how to implement the new requirements. Reviews existing circulars, directives, and other publications to assure that they comply with applicable Division, Regional Office, VBA and VA policies and procedures. Coordinates the reports control system to ensure completed, accurate and timely submission of all reports. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. You may qualify based on your experience and/or education as described below: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience GS-11: Applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-9 level) in the normal line of progression for the position. Specialized Experience is defined as experience applying analytical and evaluative techniques, and pertinent agency regulations, policies, and precedents to conduct detailed analysis of complex issues, work functions or work processes. OR, Education GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Note: Transcripts Required. OR, Combination: GS-11 Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-11 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education more than the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of Veterans benefits and a comprehensive and thorough knowledge of state, federal and local benefit programs to be able to explain them, both orally and in writing, to individuals of all educational backgrounds. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
