The primary purpose of this position is to serve as a command focal point for Digital Materiel Management as related to data quality, management, handling, and styling. This position will directly support the Digital Acceleration Task Force (DATF) as established by AFMC/CC.
Duties
DUTY 1: Develops and recommends command-level engineering policy and procedures related to data management and handling, with a particular focus on data requirements for future Digital Materiel Management needs.
DUTY 2: Coordinates with organizations such as AFMC Centers, other services, DoD, industry, and academia. Serves as advisor to AF, DoD, and industry leadership on matters related to data formatting, standards, styling, met-data tagging, etc.
DUTY 3: Serves as a consultant and expert in engineering work involved in development or sustainment of systems with high fidelity, modern data requirements and needs.
DUTY 4: Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with counterparts or management officials at AFMC Centers, HQ AFMC, HQ USAF, DoD, other agencies, academia, or with contractor engineering specialists.

1. Leadership experience at the enterprise and strategic levels
2. Knowledge of the DoD acquisition process and policy
3. Knowledge of roles and responsibilities of major functional areas, such as finance, contracting, logistics and engineering.
4. Knowledge of IT systems and infrastructure
5. Ability to communicate effectively, both orally and in writing, with internal and external customers, with a high degree of professionalism. Ability to justify, defend, present, and/or advise on process improvement, budgetary, security, and programmatic issues and actions where the proposals involve substantial resources, require extensive changes to established procedures, and challenge current government roles and perspectives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Engineering Series, 0801.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience involved in the application of advanced theories, concepts, and principles related to engineering activities for design, development, test or sustainment of a single major system or smaller multiple systems.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.
2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
3. Knowledge of and skill in evaluating state-of -the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment. Particular focus on model verification and validation
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of cyber security and weapon system certification considerations.
5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
6. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Qualifications/Requirements:
This position serves as the Lead Integrator for the Digital Acceleration Task Force. The primary responsibilities of the Lead Integrator are to execute coordinating, planning, problem-solving, and implementing enterprise solutions aligned with AFMC's Digital Materiel Management (DMM) strategy. The employee is responsible for understanding and adjudicating stakeholder requirements as they affect highly technical, enterprise IT solutions.
IDEAL CANDIDATE:
Has applied Systems Engineering experience leading complex projects, with diverse stakeholders, in Program Offices or Headquarters that required substantial operational changes
