Duties

This position is a direct report to the Operations Manager/ Administrative Officer, Patient Services at the Harry S. Truman Memorial Veterans' Hospital. Patient Services consists of clinical and administrative personnel in Behavioral Health, Intensive Care, Step Down, Operating Room, Post Anesthesia Care, Same Day Surgery, Emergency Department, Cardiac Catheterization Lab/Imaging, Specialty Care Outpatient Clinics, Inpatient Medicine & Surgery, Community Living Center, Chaplaincy, Social Work, Ward Administration, Recreation, Nutrition & Food, and Sterile Processing Service. The incumbent completes projects that require detailed analysis of functions. The projects may involve collaboration with multiple services throughout the facility. Quality and Performance Analysis Work The incumbent works with leadership to improve the performance of Patient Services. The incumbent serves as systems redesign champion for Patients Services by (1) facilitating teams within identified services/sections (2) analyzing and evaluating options to optimize service efficiency and productivity, (3) completing background research and (4) providing management summary of findings/objectively based information to make decisions. Incumbent will present updates and recommendations at predetermined milestone to Operations Manager/Administrative Officer, Associate Chief Nurses, Nurse Executive, and/or Medical Center Senior Leadership. Administrative Management and Development Service Representative: Serves on committees as appointed and in this capacity, presents concepts and recommendation in an impartial manner. Provides feedback to the Operations Manager/Administrative Officer of Patient Services of committee actions and recommendations. Participates in discussions, meetings, conference calls with management officials, and alternatives; obtain concurrence; develop alternative courses of actions; and mutually resolve problems. Contracting Support: Serves as facility Contacting Officer Representative (COR) for Acustaff and Care Fusion contracts. Serves as alternate COR for Dialysis Services and assigned to serve as facility COR on identified VISN procurements, when required. Equipment Support: Incumbent shall assist with routine management of equipment inventory. Automated Data Processing Applications Coordinator: Incumbent serves as primary or secondary Automated Data Processing Applications Coordinator (ADPAC) for service, as deemed appropriate, entering ePAS, maintaining distribution groups, entering work orders, fixing computer issues, entering OIT equipment requests, and maintaining SharePoint. Personnel Administration and Management Human Resource Liaison: Assists with the personnel management program for the organization, including select human resource requirements for a large organization with varied functions. Serves as a liaison with the human resources office concerning personnel-related matters in the Operations Manager/Administrative Officer's absence. Reviews incoming requests as appropriate and recommends appropriate actions or suggestions appropriate alternatives based on knowledge of internal operations, agency personnel policies, and budgetary constraints of work priorities. Calls to the attention of supervisor, problems that require agency human resource office intervention or correction. Serves as a member of the management team, providing input on complex personnel-related problems. All Employee Survey: The incumbent works with the supervisors to interpret and respond to All Employee Survey (AES) results. Assists in development, implementation, and monitoring of corrective actions relating to AES results each year. Continuity Guide Management: Assists leadership with succession planning within the service. Develops a system for building, tracking and maintaining position specific continuity guides for all PS administrative and supervisory positions within the service. Other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday; 7:30am - 4:00pm - may be adjusted to meet the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5; for a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Grade Level Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assist with gathering data from dashboards to routinely review and improve processes; assist with developing recommendations and proposes action plans to meet performance measures and monitors as needed; Applies lean/six-sigma principals; assist with synthesizing data and create succinct reports; assists with routine management of equipment inventory. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (Transcripts must be provided) OR, Superior Academic Achievement: in a field related to this position. (Supporting documentation must be submitted) OR, Combination: Applicants may also combine education and experience to qualify at this level. Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-09 Grade Level Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently uses data from tracking and performance dashboards to review and improve processes; develops recommendations and proposes action plans to meet performance measures and monitors as needed; Applies lean/six-sigma principals; Synthesizes data and create succinct reports; routine management of equipment inventory. OR, Education: Applicants may substitute education for the required experience. Applicants must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level.
