About the Position: Serve as a Program Manager and Project Manager for the Military and Interagency and International Services (IIS) Branch, Planning, Programs, and Project Management Division (PPPMD) supporting military programs and associated stakeholder relationships.
Duties
Manage and direct the investigating, planning, scope development, design, and construction of major interagency (i.e. Department of Veteran’s Affairs) projects through a matrix management process.
Responsible for the overall management, control, coordination, and execution of assigned projects.
Negotiate and integrate all functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), stakeholder needs and other agencies commitments in support of assigned project into a comprehensive management plan.
Control and manage project milestones and budgets from planning through construction and initial operations.
Assist other managers who have been assigned projects within the program area with funding needs, stakeholder concerns, and procedural advice.
Serves as a Technical Manager and Contracting Officer's Representative on design and engineering projects for a wide variety of facilities and systems.

Specialized Experience: One year of specialized experience which performing work as a project/program manager responsible for oversight and technical work supporting activities directly related to interagency projects/programs and operations, to include managing budgets and schedules. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
