This position is in the Health Professions Education Office (HPEO). The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans. This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.
Duties
Major duties of this position include, but are not limited to:
Serves as disbursement coordinator; responsible for communicating, establishing processes and ensuring compliance with Veterans' Health Administration (VHA) directives and related Standard Operating Procedures (SOP)
Administers tasks and procedures between the Veterans' Administration (VA) and the academic affiliate; establishes disbursement agreements (DA); tracking Health Professions Trainees (HPT) time at the VA (clinical/educational time, leave, research and scholarly activities etc.); verifying valid affiliation agreements; rate and stipend schedules; processing transactions through VA financial systems and; processes for discrepancies to determine efficient and compliant Healt Professions Education (HPE) program operations and use of Office of Academic Affiliation (OAA) resources
Provides Subject Matter Expert (SME) knowledge of VHA Handbook and Resident Disbursement Procedures (ReDPro) SOP
Serves as facility educational activity records (EARs) champion on training, national OAA calls and surveys
Formulates long range budget needs
Manages the special purpose academic fund; synthesizes data, trends, opportunities etc for presentation to facility leadership, OAA, or academic organizations
Validates complex calculations for accuracy of reimbursement
Completes and reviews monthly EARs consolidation and calculations
Manages evidence documentation to complete OAA's and the Office of Integrity and Compliance annual reporting
Maintains copies of documents on file in accordance with VHA policy
Researches and troubleshoots reconciliation issues to identify and recommend resolutions
Represents VA and produces data and/or documentation to external stakeholder groups
Develops and provides annual and as needed training for affiliate to ensure policy compliance; maintains training documentation
Informs and advises HPE management and the OAA program office in analyzing and evaluating programs and leading complex processes across HPE programs and affiliates
Extracts, analyzes, and organizes data to create reports for ongoing monitoring of resources, OAA reports, or special projects
Develops studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals, and special purpose, budgetary requirements
Collects, consolidates, and provides analysis of data to prepare justifications for FTE, funding, and budget planning purposes; evaluates trends and provides recommendations for further analysis for future planning
Conducts special projects related to performance/process improvement
Conducts oversight and analysis of (non-DA) HPE service budget and account balances, pending items, trends and reporting requirements
Formulates and proposes process improvement strategies or cost-effective solutions
Submits Quarterly Needs and Excess (NE) reports to OAA
Assesses Veterans Equitable Resource Allocation Education Support Supplement (VESS) funds to provide recommendations for utilization and strategies to increase facility level allocations
Administers and oversees HPE contracts
Work Schedule: Monday - Friday 8:00 am - 4:30 pm; compressed tour option is available

Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Individual Occupation Requirement (IOR): All applicants for series 0671, GS-05 and above must possess one of the Individual Occupational Requirements as follows:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR,
Specialized Experience: (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; OR,
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Establishing processes for assessing, evaluating, and monitoring programs or projects for compliance with Federal Laws, regulations, and guidance:
Diagnosing and identifying problems or issues to formulate and evaluate alternative solutions;
Administering program/service-line budgets including preparation, justification, and execution;
Evaluating proposed solutions and the effectiveness;
Utilizing system redesign and advanced analysis methodology to accomplish service-level goals and metrics;
Administering fiscal and affiliation contracts, monitoring contract performance, resolving discrepancies, and performing contract close-out functions; OR,
EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PH.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M, if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond undergraduate education. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). GS-12 Grade Level: You must possess 1 year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience include but are not limited to:
Ability to choose, interpret, or adapting guidelines to specific issues;
Analyzing current guidelines and making recommendations for change;
Researching regulations and determining the relationship between guidelines and service/program efficiency, effectiveness, and/or employee productivity;
Planning and carrying out project to improve the efficiency and productivity or services/programs;
Idenfying, anlayzing, and making recommendations to resolve conventional problems and/or situations in workflow, work distribution staffing, performance appraisal, organizational sturcture and administration;
Developing detailed procedures and guidelines to supplement established administrative regulations or program guidance.
