This position serves as the Facility Planner within the Office of the Associate Director of Operations for the Eastern Oklahoma VA Health Care System.
Duties
The Facility Planner provides executive level support to the Associate Director and is responsible for monitoring administrative performance
measures, special studies, surveys, projects, planning, evaluation, statistical analyses and general staff support. Major duties and responsibilities include, but are not limited to:
Programmatically responsible for variety of facility-wide initiatives that support a comprehensive planned approach to healthcare services delivery to include both clinical and administrative functions
Interacts with medical center senior management, VA Central Office (VACO) officials and other Veterans Integrated Service Network (VISN) personnel to keep abreast of substantive hospital management issues and needs within the VISN, determining relative priorities and monitoring performance
Develops background and management options available to deal with complex issues and problems; determines goals, objectives and programs that need additional emphasis or develops new ones and develops plans for their study and implementation
Interfaces extensively with senior administrative and clinical service chiefs, senior executive leadership and other leaders and throughout the health care system and VISN
Leads the facility planning cycle to include: environmental scanning, gap analyses, strategy development and prioritization, implementation and tracking
Ensures the completion of all annual VHA Planning Guidance requirements (e.g. VHA Health Systems Planning Application (HSPA) for all Facility Markets, spearheading the development of Access Expansion Plans and evaluating submissions, assessing and adjusting Market boundaries as health care system dynamics change, co-leading the Facility strategic master planning and capital investment planning processes)
Designs a service delivery plan, understanding supply and demand, that provides timely and accessible care and that leverages all community resources, where possible
Analyzes data using a variety of different sources and tools, including but not limited to: VHA Support Service Center (VSSC), Planning System Support Group (PSSG), Health System Planning Application, Allocation Resource Center (ARC), Census Bureau, State/Local
Health and Veteran Agencies, Pyramid Analytics/ProClarity, Strategic Capital Investment Plan Automation Tool, Veterans Health Information & Technology Architecture (VistA), productivity and efficiency tools, space planning tools and the suite of Microsoft Office products
Plans and/or accomplishes special projects for major office or program issues of broad impact; conceives and implements new initiatives and projects to strengthen, facilitate and integrate programs
Authorized user of the Government Purchase Card, complies with all Federal, VA and local acquisition regulations
Work Schedule: Monday - Friday; 8:00 am - 4:30 pm

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Individual Occupational Requirement (IOR): The Health System Administration Series, 0671 has a minimum qualification entry requirement
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR,
Specialized Experience: Progressively responsible analytical, administrative or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical or other service activities and provided knowledge of the following:
o Missions, organizations, programs and requirements of health care delivery systems;
o Regulations and standards of various regulatory and credentialing groups; and
o Government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel and procurement; OR,
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
o Assignments providing a knowledge of basic health system administration philosophies, practices and procedures and basic government administrative policies and requirements;
o Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
o Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program; AND,
In addition to the Individual Occupational Requirement, you must also qualify based on your experience as described below:
GS 11 Grade Level Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to make recommendations for action plans and for continuous improvement to facility level programs; knowledge of reporting procedures, sampling techniques, and measurements at various points in the process; creating data capture and reporting procedures to track progress of program management initiatives; knowledge of clinical operations and processes; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position; OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of experience and education beyond directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a master's degree may be used to qualify applicants for the GS-11 level.
GS 12 Grade Level Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to make recommendations for action plans and for continuous improvement to facility level programs; knowledge of reporting procedures, sampling techniques, and measurements at various points in the process; creating data capture and reporting procedures to track progress of program management initiatives; knowledge of clinical operations and processes
There is no educational substitution for the GS-12 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
