As a Asset Manager you are responsible for asset planning and strategy, asset performance analysis, housing and investment decision making, and asset service provider agreements for all real property assets within the incumbent's assigned area of responsibility
This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR).
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Project Management and Teamwork: Coordinates the completion of work by established deadlines. Initiates, coordinates, and conducts project meetings; leads assigned teams; answers specific project-related questions; amends, rejects, or approves work completed by team members, and briefs supervisor of the same; identifies needed resources and effectively uses resources to complete project in terms of both quality and timeliness; and providing direction and course correction; favorably represents the team; and provides various status reports.
Customer Relations: Provides courteous service that meets customer needs; explains requirements, procedures, and decisions in a manner which instills confidence and cooperation from the intended audience; follows-up with customers to ensure that their needs are met; maintains effective relationships with both internal and external customers; employs a systematic process to regularly communicate with customers, respond to customer requirements, and resolve customer complaints; makes technical and programmatic changes and improvements to division.
Analyzes asset performance in a variety of financial areas, including: costs, income, income/expense ratios, value, return on investment, and other financial indicators. Analysis can be complex with many volatile, interacting components, for example: the impact of new laws and regulations on needed asset expenditures, the impact of client-agency downsizing and reorganizations on income and alteration expenses, the impact of Congressional appropriations on rent income and investment levels.
Prepares prospectuses for capital projects that implement the asset's strategic role within the community plan. Also prepares prospectuses for major acquisition proposals including leases to satisfy client space needs and implement objectives of the community plan. Prospectuses require OMB and congressional approval, and therefore require extensive preparation and research, including economic alternative analyses, income/expense impact analysis, detailed project descriptions and justifications.

The GS-12 salary range starts at $94,199 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is defined as: performing asset business planning and financial analysis for a portfolio of multi-level, commercial buildings (such as office buildings, courthouses, large retail buildings, etc...). This experience must include:
developing operating budgets and budget targets;
analyzing financial performance and investment alternatives;
recommending and evaluating repair and alteration projects and building programs;
developing short term and long term real property asset management strategies; and,
communicating with senior level management and other key stakeholders for asset business planning.
