This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Base, NDAA 1124(a) and (c) to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Manage and maintain the budgetary, financial reconciliation process for an organization.
Monitor and maintain lines of accounting.
Develop statistics and cost data for use in programing, planning and execution of travel budget.
Utilize automated systems to input, maintain and update the budget.
Projects and tracks obligations and expenditures throughout the execution phase.
Provide analysis of obligation reports and recommends funding courses of action to management.
Accurately apply and maintain knowledge of laws, rules, procedures and regulations including evaluating current work practices for assigned
budgets.
Research funding adjustments and control documents.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense
Authorization Act (NDAA) 2012, Public Law 112-81.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification
program.
- Failure to obtain this certification within the required time (2 years) may subject the incumbent to adverse action.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience in a) adjusting data to reflect changes in fund availability,obligations or expenditures or b) in the analysis of budgetary problems such as over-commitments, over obligations, low obligations, anddisbursements above program amount or below goals.as over-commitments.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in afield which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as thecomputed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months ofexperience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduatesemester hours minus 18) by 18. Add the two percentages.You will be evaluated on the basis of your level of competency in the following areas:
