This position is in the Division of Maritime Programs, Office of Chief Counsel, Maritime Administration (MARAD). This position is established to provide advice and representation on a full range of legal issues relating to the Office of Chief Counsel.

Qualifications

To qualify, your experience should include experience and education equal or equivalent to the following: GRADE 12 -A professional law degree (LL.B. or J.D.) and be in good standing; AND 1 year of relevant professional legal experience providing legal advice and counsel to the Federal or a state government, or in private practice, including researching, analyzing, and advising on legal policies, procedures, practices, and applicable laws, and Federal guidance. GRADE 13 -A professional law degree (LL.B. or J.D.) and be in good standing; AND 2 years of relevant professional legal experience providing legal advice and counsel to the Federal or a state government, or in private practice, including researching, analyzing, and advising on legal policies, procedures, practices, and applicable laws, and Federal guidance. GRADE 14 -A professional law degree (LL.B. or J.D.) and be in good standing; AND 3 years of relevant professional legal experience providing legal advice and counsel to the Federal or a state government, or in private practice, including researching, analyzing, and advising on legal policies, procedures, practices, and applicable laws, and Federal guidance. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of research strategies and techniques sufficient to research the most complex legal issues Skill in presenting the Agency's position or legal principles and arguments persuasively and articulately. Skill in oral and written expression sufficient to pursue the particular legal issue against opposition which vigorously contests the agency position and is highly sophisticated and talented usually involving top attorneys in both the private and public sector. Ability to research the law, synthesize legal principles and draft legal memoranda presenting facts, analysis and conclusions. Education

MANDATORY EDUCATION REQUIREMENTS:

In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.
