This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Alaska District is seeking to fill a Regulatory Specialist position. An ideal candidate will have in-depth knowledge of environmental regulations and National Environmental Policy Act (NEPA); and have the skills to work with varied stakeholders (i.e. customer service skills).

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-7/9 grade level. At the full performance, GS-11, the incumbent will: Conducts the evaluation of applications for permits, and the modification of permits, for activities or work in waters of the United States. Monitors compliance with permits and conducts the investigation of unauthorized work, developing and recommending resolution of enforcement actions. Providing advice to potential applicants/permittee concerning regulatory requirements, including jurisdiction, processing and evaluation, and the likelihood of project approval. Assists with the development and implementation of programmatic initiatives and requirements.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, engineering or related disciplines. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
