About the Position: The Alaska District is seeking to fill a position located in the Contracting Division. A college degree is required. An ideal candidate will have strong experience working in teams. Possess a desire to grow and have excellent interpersonal, written and communication skills, be detail-orientated, and possess the able to think critically.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-7/9/ grade level. At the full performance, GS-11, the incumbent will: Serves as Contract Specialist responsible for pre-award and post-award functions including solicitations, negotiations, awards and administration for services, supplies and construction Reviews requests for the acquisition of supplies, services and/or construction. Conducts initial post award conference with the contractor to provide information and clarify standards and special provisions of the contract. Monitors contractor performance and progress; coordinates furnishing and returning of government-furnished facilities and property; assures compliance with terms of contract by contractor and the Government; visits contractor facilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent may be required to obtain and maintain a Secret clearance.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
  • This is an Army Acquisition, Technology, and Logistics Workforce position. The incumbent must be able to obtain level II certification in the career field Contracting.
  • This position requires a mobility agreement that requires written consent to comply with management directed permanent change of station (PCS) movement and/or deployment to support overseas contingency operations.

Additional information about transcripts is in this document. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution. (Note: You must attach a copy of your transcripts.) OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-7: One year of specialized experience which includes assisting in the drafting and editing of standard contract documentation and/or using automated purchase systems to obtain information and purchase supplies or services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, etc. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. See below for the definition of Superior Academic Achievement. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Specialized Experience GS-9: One year of specialized experience which includes performing limited pre and/or post award functions; procuring a variety of supplies or services; interpreting contracting rules, regulations, policies or procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes performing pre-award/post-award functions using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction; and monitoring contractor's performance to ensure compliance with contract requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
