Duties

In this Program Manager (Director) position, you will become a key team member of Homeland Security Professionals involved in providing expert technical advice, research and suggestion to resolve technical, procedural and administrative problems involving complex operational workforce management and budgetary activities that may arise at the stations though the sector. This position starts at a salary of $116,393.00 (GS-14, Step 1) to $151,308.00 (GS-14, Step 10) with promotion potential to $$151,308.00 (GS-14 Step 10). Typical duties of this assignment include: Advising the Division Chief of the Mission Readiness Operations Division at the Sector level, and other managers, on all DHS, CBP and USBP key mission support processes. Addressing substantive issues and problems characterized by complex, controversial, and sensitive matters by applying a wide range of policies, practices, analytical diagnostic methodology, laws, and regulations covering the workforce. Directing and overseeing the execution of budget of the operating budget for the sector. Making decisions on problems presented by the staff, communicating performance requirements, evaluating work performance and recommending recognition of employees. Interviewing candidates for positions in the Branch, recommending appointment, promotion, and reassignment of positions.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing the process for the conversion of agency goals to action plans. Reviews work products and accepting, rejecting, or amending work. Reporting to higher-level officials on program status and/or technical problems requiring resolution. Reviewing reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity. Analyzing and summarizing a variety of statistical data, including charts, graphs, etc. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/18/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
