This position is located in the Headquarters of the Defense Human Resources Activity, with place of performance of duty at the Office of the Assistant Secretary of Defense for Readiness(OASD(R)), Office of the Under Secretary of Defense for Personnel and Readiness(OUSD(P&R)). The incumbent is responsible to ensure DoD personnel are adequately educated prepared to practice their profession commensurate with their levels of responsibility and mission requirements.

Duties

As a MANAGEMENT AND PROGRAM ANALYST (MILITARY EDUCATION) at the GS-0343-15 some of your typical work assignments may include: Develops and oversees DoD-wide military education policies and provides guidance on military education requirements to DoD Components Manages and provides direction of the military education team members who are focused on meeting the educational outcomes of the National Defense Strategy and other Departmental guidance. Organizes, writes, edits, and briefs complex and technical information to senior DoD civilian and military leaders, senior leaders in other federal agencies, Congress, state, and local government leadership, and allied and partner nation senior civilian and military leadership. Coordinates military education policy with the joint staff in matters related to joint outcomes based military education development and sustained activities through OSD military education working groups. Synchronizes military education policy with personnel, talent management, assignment, professional development selection board, and human resource systems policy oversight Manpower and Reserve Affairs policy owners. Formulates recommendations and guides development of DoD military education policy on oversight issues, including reviewing, evaluating, and assessing Service and joint education policies, programs, and resources through OSD military education working groups. Provides oversight Secretary of Defense Executive Fellows Program to provide fellows with the opportunity to achieve mastery in a variety of pertinent skills and knowledge area, to include corporate leadership development, hands-on applications, collaboration, widened perspectives, development of transferable skills, enhanced critical thinking, and stronger bridges between skill gaps and solutions to plan, organize, and manage operations and institutions.

Qualifications

You may qualify at the GS, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service: 1. Provides strategic planning and development for a Force Education and Training program observing DoD military structure services and 4th Estate policies and guidance. 2. Researches administrative laws, policies, regulations, and precedents for the administration of Force Readiness and Personnel & Readiness programs. 3. Coordinates with Human Resource, Force Management OSD and Military Services to evaluate, recommend National Defense Strategy (NDS) goals and guide Talent Management of the Force. 4. Oversees the Planning, Programming, Budgeting & Execution (PPBE) of education and training programs to support analysis of investments in education capabilities and represents agency education equities throughout the Program and Budget Review (PBR) process. You will receive credit for all qualifying experience, including volunteer experience.
