This position is in the Division of Consumer Response and Operations, a dynamic division responsible for various projects and functions, including the Consumer Response Center, the Consumer Sentinel Network, the National Do Not Call Registry, the Redress Administration Office, data analysts, records, and the core financial, administrative, and management activities of the Bureau of Consumer Protection.

Duties

In this position, the incumbent is responsible for performing administrative and support assignments involving inquiries and complaints from customers, program management assistance, and in support of the mission of FTC's Consumer Response Center and is responsible for various duties regarding the Bureau of Consumer Protection Records and other related information. If you are selected for the Program Specialist (Records) position you will perform the following duties: Coordinate and manage the receipt, monitoring, storage, reporting, tracking, and transmittal of BCP Records and related information. Provide reports on information regarding bureau workflow, management, and BCP records. Review and provide quality control to submissions for Commission decision and coordinates with the staff to ensure that the documents comply with the agency's policies and procedures. Serve as BCP's point of contact and representative for by the FTC Records Systems. Maintain BCP's historical files and assist staff in researching historical investigation data in FTC Records Systems. Develop guidance, provide training, and answer questions from BCP staff about FTC Records Systems. Ensure the accuracy, quality, and integrity of data collected from consumers over the phone, mail, and online that is stored in the Consumer Sentinel Network database (Sentinel). Provide direct feedback and communication with Sentinel contractor staff. Communicate clearly with vendors and contractors to identify solutions when technological problems emerge related to Sentinel.

Qualifications

To qualify for the Program Specialist (Records) position at the GS-09 level, you must meet the following requirements: You must have completed a completed a Master's or equivalent graduate degree; or have two full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. OR, you must have at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in ensuring the accuracy, quality, and integrity of data collected from consumers over the phone, mail, and/or online; giving procedural and office management support; tracking the receipt, monitoring, storage, reporting, and transmittal of legal and/or investigatory documents. OR, you must have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. To qualify for the Program Specialist (Records) position at the GS-11 level, you must meet the following requirements: You must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,you must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: ensuring the accuracy, quality, and integrity of data collected from consumers over the phone, mail, and/or online; providing direct feedback and training to staff collecting data; providing procedural and office management support; coordinating and managing the receipt, monitoring, storage, reporting, tracking, and transmittal of legal and/or investigatory documents. OR, you have a combination of education and experience, which qualify you for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you qualify on the basis of education in lieu of experience, you must submit a copy of your transcripts. All materials must be submitted by the closing date of the announcement. Unofficial transcripts will be accepted in the application package; however, official transcripts will be required prior to receiving an official offer.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
