This position is located at the Salisbury VA Health Care System located in Salisbury, NC. Salisbury VA Health Care System (SVAHCS) is comprised of the W.G. (Bill) Hefner VA Medical Center, Kernersville Health Care Center, North Charlotte Community Based Outpatient Clinic and South Charlotte Health Care Center.
Duties
Provides for the overall administrative management for the organization.
Develops and advises on administrative requirements for a large, complex organization.
Responsible for evaluation of medical center programs and operation activities which includes assessment of productivity, effectiveness, and efficiency.
Develops a strategic plan including long range and short-term goals and programs that support the organization's strategic plan, mission, vision, and values.
Conducts in-depth studies to assess current needs or to project future needs.
Exercises administrative decision-making authority, responsibility, and accountability on all issues affecting the organization.
Articulates and communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Assigned to the Assistant Director and provides administrative coverage for the supervisor(s).
Conducts management studies of organizational entities with critical problems in order to formulate recommendations
Assists in the formulation, presentation, execution, and analysis of organizational projects and initiatives..
Work Schedule: 8:00 am - 4:30 pm, Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities. Experience with budget management such as execution and monitoring of organizational budgets, purchase card approving official. There is no educational substitution for the GS-12 level.
Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
