The incumbent will serve as a Health Systems Specialist (HSS) in the Office of the Director, supporting the executive functions of the medical center. The incumbent is relied upon for the review of information, data, proposals, and development of facts, which will be the foundation for the decision-making.
Duties
Major Duties include, but not limited to:
Participates on project teams in lead or support roles identifying and improving operational processes impacting services of the VA health care system.
Analyzes org charts, policies, VERA and SAIL data to represent the facility/Network, and program office priorities during resource allocation committee meetings.
Observes, analyzes, and reports under professional service direction the areas of discipline, rewards and recognition, reassignment, staff adjustments and realignments, labor/management relationships, affirmative employment, and alternative dispute resolutions and grievances to understand processes for conducting projects and studies.
Researches laws, regulations, and policies related to budget and fiscal management displaying knowledge of VA health care system operations.
Reviews written and oral presentations from professional and administrative services and participates in the formulation of the budget recommendations..
Participates in local hospital council, veteran organization, and community organization meetings with VHA senior leader staff members.
Reviews and reports on facility policies in preparation for surveys, audits, and inspections in quality assurance, compliance, and procedures governed by internal and external organizations.
Assists and initiates system wide planning activities to develop, communicate, and continuously update the comprehensive strategic planning process, including the development of appropriate facility strategic plans and policies.
Utilizes data and reporting tools to develop health-planning strategies impacting the operations of medical centers, network offices, and/or VHACO program offices.
And other duties as assigned.
Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants MUST have one of the following listed below:
EDUCATION: Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. -OR-
SPECIALIZED EXPERIENCE - Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR-
SPECIAL PROVISION FOR INSERVICE PLACEMENT: Successfully completed an agency-sponsored on-the-job training program, which included a formal individualized training plan. The training program should have been performed in an operating health care system and included: 1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; 2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and 3) Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. I understand that a copy of the official, completed and signed Training Plan must be submitted with my application.
In addition to meeting the Individual Occupational Requirement (IOR), applicant must also meet the specialized experience requirement. (Recommend including specific specialized experience for GS-12).
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience identifying medical center programs which require new or revised policies or procedures; experience carrying out program responsibilities with a high degree of independence, assisting management when administrative problems arising and providing recommendations for solutions; represent senior management and provides input into medical center policies and procedures; reviews written and oral presentations from professional and administrative services and participates in the formulation of the budget recommendations; conducts extensive research of data from diverse sources; extracts and assembles information and uses advanced analytical techniques to develop conclusions; develops reports or presentations for review..

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Working Environment: Work is typically performed in an adequately lighted and climate controlled office.
