Duties
The Department of Energy's (DOE) Office of Energy Justice and Equity (EJE) is looking for a dynamic, innovative, seasoned executive to lead and provide technical expertise and executive management to the Office of Energy Justice and Equity, including its programs and staff.
As the Principal Deputy Director you will:
Develop policies and support participation of minority-serving educational institutions, communities, and businesses in the energy sector; ensuring compliance with internal and external civil rights requirements; maintaining an effective equal employment opportunity program; executing the DOE Diversity, Equity, Inclusion, and Accessibility Strategic Plan; and leading DOE initiatives related to science, technology, engineering and mathematics (STEM) education, workforce development, economic development, and climate change awareness. EJE also supports women and Black, Indigenous, people of color (BIPOC) White House Initiatives and Executive Orders, including the Justice40 Initiative.
Serve as the full alter-ego Deputy to the Director, Office of Energy Justice and Equity, U.S. Department of Energy, and as such shares fully with the Director in providing executive leadership and direction to the management of the Office, its programs, and staff.
Advises the Secretary on the effect of energy policies, regulations, and other actions of the Department on minority business enterprises and on ways that minority businesses are afforded an opportunity to participate fully in energy programs and recommends policies to assist minority business enterprises.
Lead the management and operations of the multi-division EJE organization. In carrying out these responsibilities, the incumbent works
under the immediate supervision of the Director.
Direct organizational activities based on broad organizational assessments and evaluations of long- term organizational objectives. Incumbent sets all internal control standards for effectiveness, efficiency, and productivity and assesses all organizational policy, program, and project viability.
Identify the need for major organizational improvements and develop the requisite plans and directs implementing actions. The incumbent oversees and directs the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization, including the recruitment of senior managers and technical experts necessary to ensure the success of the programs.
Focus on management, especially in addressing matters related to the conduct of EJE operations affecting federal and contractor staff; property and equipment; information systems; facility access and controls; contracts; records management; and health, safety, and security.
Allocate budgetary, human capital, real property, system, and other resources across Divisions adeptly and based on the Director's identified priorities.
Manage and oversees EJE functions, projects, and activities associated with sourcing and evaluating proposed energy projects for domestic and international commercial markets to determine their competitive advantages; assess their impact on energy markets; identity key risks affecting commercial deployment; and identify areas of opportunity.
Perform other duties as assigned.

5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a separate narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
MTQ 1: Describe and demonstrate your experience communicating and collaborating with senior officials to advance internal decision-making, interagency deliberations, and transactions with counterparts and stakeholders that impact equal employment opportunities, small and disadvantaged businesses, minority educational institutions, and under-represented communities and building consensus across federal and state agencies, Congressional committees and Program Secretarial Offices.
MTQ 2: Describe your knowledge and experience at the senior management/executive level in supervising, hiring, budget, acquisition planning, developing, and administering policies, programs, and procedures both for internal and external use.
MTQ 3:Describe your experience providing executive-level oversight and mastery of the latest advanced concepts, theories, principles, practices, and techniques related to energy efficiency, sufficient to oversee complex engineering programs and/or projects and adequately assess key engineering, operations and integration risk.
