Duties
This position is located in the Information Systems Division, Office of Human Resources, Office of the Chief Administrative Officer, United States Capitol Police (USCP). Serves as a Human Resources (HR) specialist for the Information Systems Division. Provide information systems support, workforce analytics and services to USCP employees and managers. Identifies systemic problems, develops recommendations and assists with implementing corrective actions. Uses standard approaches to perform a variety of duties related to Human Resources Information Systems projects involving administrative or program related issues. Applies basic HR management concepts, practices, and procedures to train users on established practices and uses of the system(s) sufficient to develop and maintain manuals, instructions, and operating procedures for a portion of the projects assigned. Assists with application of higher-order programming tools and retrieval languages associated with an HR information system. Responsible for a variety of actions using the National Finance Center (NFC) or other systems that document personnel actions. Participates in providing input for integrating the HR information required by staff into the retrieval capabilities of an automated system to produce required reports and graphics such as organization charts, NFC reports, Position Management System (PMSO), and coordinate manpower strength with the appropriate staff. Develops and presents training modules to the HR staff to enable efficient access to data.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.For the CP-08 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-07/GS-09 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes 1) identifying systemic issues, developing recommendations and assisting with implementing corrective actions; 2) ability to maintain data quality, by analyzing error listings, identifying trends, and developing recommended solutions to systemic problems 3) ability to analyze procedures and make informed decisions that will affect personnel operations within the agency.
