The primary purpose of this position is to work independently and serve as project manager for formulating and developing internal and external marketing plans and campaigns for the design, development, testing and implementation of the Services worldwide marketing research efforts.
Duties
Duty 1. Project manager for formulating, developing and implementing marketing plans.
Duty 2. Project manager for the design, development, test and implementation of marketing and survey research.
Duty 3. Analyzes and interprets research data.
Duty 4. Prepares reports and briefings.
Duty 5. Prepares specifications, budgets and contract statements of work (SOW) for contracted vendors.
Duty 6. Supports training initiatives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes creating and implementing marketing strategies to promote products, services, or brands; helping businesses reach their target audience, build brand awareness, and drive sales using a variety of methods including market research, strategy development, campaign planning and execution, content creation, digital marketing, analytics and measurement, brand management and collaboration.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and the ability to apply analytical processes and investigative techniques for conducting studies and detailed analyses of various functions and processes.
2. Knowledge of and ability to apply marketing research theories, principles and techniques, including sampling theory and trend analysis.
3. Knowledge of and technical proficiency in the use of state-of-the art publishing software/hardware, methodology and application.
4. Knowledge of and the ability to apply attitude and opinion research methodologies, including but not limited to, paper and pencil mail surveys, one-on-one interviews, focus groups, telephone interviews.
5. Knowledge of and ability to integrate and apply design automation products such as desktop publishing, word processing, graphic and automation processes.
6. Ability to effectively communicate both orally and in writing.
7. Ability to lead team members from beginning to completion of a project. Ability to manage projects and motivate team members.
8. Ability to conceptualize and create target-specific promotional programs, special events and media that meet customer needs and management constraints and guidelines.
9. Ability to develop and present, from concept to presentation, a variety of training formats.
10. Knowledge of statistical analysis software.
11. Ability to develop Statements of Work (SOW).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
