This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Construction Control Representative position with the Omaha District Construction Division, U.S Army Corps of Engineers. This position primarily performs construction management and contract administration on a wide range of time sensitive projects across the nation.

Duties

Provides technical assistance and support on the review of project plans and specifications to determine site compatibility and anticipated problems. Informs contractor on requirements concerning construction scheduling, progress reporting, work acceptance procedures, safety measures, wage and hour law observance, labor relations and other matters related to contractual performance. Observes and investigates all construction phases to insure compliance with contract schedules, specifications and shop drawings; identify actual or potential problems and determine necessity for changes or remedial action. Investigates need for contract change orders, controversies which could lead to formal claims by the contractor, deviations requiring engineering determination and other matters. Makes on-the-spot decisions and commitments to avoid delays in construction with respect to minor changes in construction, deviations from schedules, substitution of materials, and resolution of disputes over the acceptability of work. Confers with contractor concerning sufficiency and suitability of equipment being used, number of workers employed, etc., to assure completion of work on or ahead of schedule. Reviews contractor's partial payment estimates for items of work claimed, verifying lump-sum and unit price items for units of accomplishment, and certifies for validity preparatory to payment. Records changes and modifications to contract drawings and specifications for use in preparation of "as built" drawings upon completion of construction. In instances where government-furnished equipment is provided by contract, ascertains receipt in sufficient time to meet scheduled operations and expedites delivery as required. Inspects materials and equipment received on-site for adherence to approved samples or shop drawings, rejecting items of non-conformance. Analyzes situation, develops cost estimates, determines most practical method of accomplishment and time involved for purpose of comparison of bid received from contractor.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be required to travel/perform Temporary Duty (TDY) 25%. TDY will depend on the location of the position.

Qualifications

Position may be filled as a term appointment NTE 5 years. Term appointments may be extended up to a maximum of six years. If a current, permanent Army employee is selected for a temporary recruitment through DHA, this is a new appointment, and the employee will NOT have rights to their previous permanent position at the end of the NTE date. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: Specialized experience is defined as: 1.) Monitoring construction quality such as adherence to approved production schedule or proper installation of material components; AND 2.) Analyzing various phases of construction to ensure compliance with contract specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
