This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: As a Senior Construction Representative, the incumbent is responsible for assigned functions of contract administration and management and Quality Assurance for military, civil and environmental construction projects located within the assigned area.

Duties

Performs the full range of field duties including construction management, quality assurance, and safety monitoring functions for complex Military Construction projects. Observes, inspects, investigates and reports all construction phases to insure compliance with contract specifications and drawings, Scope of Work (SoW), and approved shop drawings and submittals. Serves as Contracting Officer's Representative on assigned projects and ensures the Administrative Contracting Officer and Contracting Officer are kept current on project status and issues. Compiles data and prepares a variety of correspondence and reports includes, but is not limited to, replies to various offices. Ensures strict adherence to safety provisions of the contract and have delegated responsibility for detecting and correcting unsafe conditions.

Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1.) Investigating all phases of construction to ensure compliance with contract schedules and plans; AND 2.) Reviewing contractor procured material and equipment for conformance with specifications; AND 3.) Evaluating the contractors quality control program to ensure compliance with contract quality management requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
