Duties

Serves as a budget analyst within the program-budget division responsible for the accomplishment of installation level program-budget planning, execution review and analysis functions for a major segment of the installations assigned missions. Actively participates in the formulation and review of the Garrison budget estimates and reporting requirements. Responsible for the final documentation of assigned program segments in the overall budget presentations to higher headquarters. Responsible for execution of program as presented to higher headquarters for all assigned activities. Compile and prepare, or oversee the preparation of, a variety of narrative and statistical budgetary forms, schedules, and reports which address the Garrison's budget formulation and/or execution process/status.

Requirements

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position requires the incumbent obtain and maintain a Level 2 Department of Defense Financial Management (DoD FM) Certification within the first two years of employment into this position.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance Statistics or Economics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
