This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York.
Duties
Serves as a budget analyst within the program-budget division responsible for the accomplishment of installation level program-budget planning, execution review and analysis functions for a major segment of the installations assigned missions.
Actively participates in the formulation and review of the Garrison budget estimates and reporting requirements.
Responsible for the final documentation of assigned program segments in the overall budget presentations to higher headquarters.
Responsible for execution of program as presented to higher headquarters for all assigned activities.
Compile and prepare, or oversee the preparation of, a variety of narrative and statistical budgetary forms, schedules, and reports which address the Garrison's budget formulation and/or execution process/status.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent obtain and maintain a Level 2 Department of Defense Financial Management (DoD FM) Certification within the first two years of employment into this position.
- This position requires a secret clearance.

For GS-09:
Specialized experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes 1) Assisting with budget and finance policies, practices, procedures, regulations, and guides pertinent to assigned workload; 2) assisting in determining whether obligations, expenditures, and allotments are within funding obligations; and 3) assisting in determining whether estimates of funding needs and requests are in line with program plans.
OR
Education: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, Finance Statistics or Economics. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
For GS-11:
Specialized experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes 1) Utilizing budget and finance policies, practices, procedures, regulations, and guides pertinent to assigned workload; 2) Determining whether obligations, expenditures, and allotments are within funding obligations; 3) Determining whether estimates of funding needs and requests are in line with program plans; 4) Reporting on funds that are obligated and expended. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: B. Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, Finance Statistics or Economics. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
