This position is located within the Department of Veterans Affairs (VA), Office of Human Resources and Administration/Operations, Security & Preparedness (HR&A/OSP), Office of the Chief Human Capital Officer (OCHCO), Center for Enterprise Human Resources Information Services (CEHRIS). The incumbent reports directly to the Analytics Branch Chief. The incumbent serves as the Product Owner under CEHRIS.
Duties
Demonstrate subject matter expertise in the design and development of data warehouses and similar analytical data sources, understanding the layers of technology involved, and the structures that are employed within them, to include fact and dimension structures within data warehouses, and the ETL/ELT processes which create those structures.
Accomplish project objectives by establishing the project's scope, overseeing multiple activities including requirements gathering and coordination, analysis of alternatives, and independently designs and delivers business intelligence solutions aligning with customer requirements, working collaboratively with, and leading project team members towards a common goal.
Analyze organizational goals, project timelines, data, and other resources to better understand client needs, develop new or modify existing plans and milestones to meet evolving requirements, and ultimately help improve and increase visibility of human resources programs and information nationwide.
Make recommendations and executes improvement plans in coordination with the respective staff offices.
Understand the process of analytical tool development; planning, designing, customizing and implementing/modifying dashboards and data-driven decision support tools using various technology solutions for the Office of the Chief Human Capital Officer.
Act as a liaison between OI&T and OCHCO and identifies organizational needs for new dashboards and other decision support tools, initiates planning and development efforts for them when appropriate.

Specialized Experience:

Specialized Experience:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Data Warehouse Experience - Experience in design and development of data warehouses and similar analytical data sources, such as ETL/ELT (Extract Transform & Load / Extract Load & Transform) processes which create those structures, DAX (Data Analysis Expressions)/SQL (Structured Query Language) or other similar languages. (2) Product Owner / Project Management Experience - Experience and/or training in Project, Product, or Program Management such as requirements definition, development of project plans, communication plans, project schedules. (3) Analytical experience - Expertise building dashboards, analytical reports and products, or paginated reports against data repositories such as Datamarts or Data Warehouses.
Education
There is no educational substitution for the GS-14 level.
