Duties

Typical work assignments include: Develop human-centered requirements, specifications, and/or user stories for systems meeting business requirements; advises on the merits of proposed IT systems development projects; and applies a structured systems analysis approach to the design and development of new or enhanced applications. Plan, prepare and execute tests of systems to evaluate results against specifications and requirements as well as analyze/report test results. Analyze the results of software, hardware, or interoperability testing. Develop test plans to address specifications and requirements. Serve as an IT expert and design consultant on a plethora of issues involving systems analysis at customer agency. Research, customer listening, usability testing, advising, developing, and implementing information architecture, interaction design, content strategy, change management, product design, organizational design, or service design methodologies tailored to the unique IT project needs. Provide sound technical advice and direction on system analysis, customer experience, and design related issues for the betterment of the customer.

To be considered minimally qualified for this position, you must demonstrate that you have the required IT related experience: You must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: In addition to meeting the qualification requirement listed above, you must have at least one year of specialized experience at the next lower GS-grade level (or equivalent). Specialized experience is experience that has equipped you with the particular competencies to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. For the GS-13:You qualify for the GS-13 grade level if you have at least one (1) full-time year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the federal service or public/private sector with experience demonstrating the following: Creating user interface designs and prototypes; Designing and conducting usability tests at various stages of development process, analyzing results of tests, and making recommendations to improve design and functions. Familiarity with IT (e.g., accessibility, security), mobile and web development methods, requirements and procedures used government-wide and within the private sector. Mastery of the methods and approaches used in the planning, integration, implementation and evaluation of usability engineering and information program activities. Direct experience negotiating and obtaining understanding or acceptance of policies among an audience opposed or indifferent to them, including high-level officials, their representatives, and staff. For the GS-14: You qualify for the GS-14 grade level if you have at least one (1) full-time year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the federal service or public/private sector with experience demonstrating the following: Planning design projects. (Design practice project planning), working with existing strategies by tying design activities to business outcomes and speaking to strategic outcomes of their work. (Strategy), applying the lens of diversity and equity to identify relevant audience of focus or the impact of products or services (Inclusiveness), executing the research lifecycle by turning exploratory and generative insights into actionable hypotheses and/or outcomes (Research), advocating for design and user/customer needs to achieve business priorities. (Advocating for design and stakeholder management), guiding design through critique in a design practice context. (Practice leadership). National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
