This position functions as a Program Support Assistant located in the Surgical Service at the VA Saint Louis Health Care System, Veterans Integrated Service Network 15 (VISN 15), Veterans Health Administration (VHA), Department of Veterans Affairs (VA), in St. Louis, Missouri. The Program Support Assistant is a member of a diverse, multi-professional team working independently with extensive experience in budget, acquisition, and inventory support.

Duties include, but are not limited to:
Performs office automation duties using such software applications as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database, and/or graphics that are pre-programmed or are built within VA software. Develops and maintains databases and reports - securing, researching, organizing, and /or tracking of data and statistical information in support of the Surgical Service program operations. Enhances the ability of the office to support overall mission requirements through the development of methods for automating administrative reports and considers the correlation between reports and multiple uses of data. Utilizes automation equipment and systems to produce a variety of charts, graphs, and narrative and tabular material (i.e., correspondence, reports, charts, statistical tables, messages, spreadsheets and other documents). Receives and reviews incoming correspondence and requests for information, determining which can be handled individually, forwarding the remainder with appropriate notations to the appropriate individual, following up independently as necessary to ensure reply is made and actions are completed. Receives/distributes electronic or other messages as necessary to appropriate staff members. Monitors and tracks commitments, obligations, and expenditures for assigned Surgical Service fund control points. Verifies that obligations and expenditures occur on a timely basis in accordance with regulatory controls and guidelines. Provides recommendations of corrective action on variations in excess of programmed amounts and transfer of funds to the Clinical Administrative Specialist, Administrative Officer, and Surgical Service Chief. Responsible for all equipment and supplies requested by Surgical Service staff. Designs and conducts a variety of analyses to determine organizational requirements for surgical supplies affected by changing conditions and requirements. Determines ways to improve the efficiency and economy of the services provided and to develop new or improved methods and/or systems for accomplishing assigned functions. Understanding of acquisition, budget, and inventory management principles, concepts, and methodologies. Skilled in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and maintain acquisition and inventory control records in an automated system. Expertise with using a personal computer to produce professional quality work. Knowledge of several software systems is required, including Microsoft Word, Microsoft Outlook, Microsoft PowerPoint, Microsoft Excel, and SharePoint site Management to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. Monitors and tracks commitments, obligations, and expenditures for assigned Surgical Service fund control points. Verifies that obligations and expenditures occur on a timely basis in accordance with regulatory controls and guidelines. Provides recommendations of corrective action on variations in excess of programmed amounts and transfer of funds to the Clinical Administrative Specialist, Administrative Officer, and Surgical Service Chief. Knowledgeable in such matters as directives, reports, correspondence, and telephone procedures. Skilled in the use of grammar, spelling, punctuation, and required Department of Veterans Affairs correspondence and memoranda formats to assure that office documents present a professional image.

Physical Requirements: The work is primarily sedentary and is performed by sitting, standing, bending, and stooping. The employee is required to obtain records from files, and carry files, manuals, and other light objects.
Work Environment: The work environment includes everyday risks or discomforts that require normal safety precautions typical of offices, meetings, and training rooms. The office is adequately lighted, ventilated, and appropriate temperature.

GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: expert at independently performing clerical and administrative support duties related to purchasing, supply, records management, budget, etc.; plan and establish priorities and ensure deadlines are met; preparing forms and correspondence; maintaining calendars, planning and coordinating meetings; maintaining a suspense system; collecting and compiling data into report format; utilizing and understanding computer operations and automated systems (such as various Microsoft Office programs) to create spreadsheets, databases, and reports; attention to detail to perform data entry functions with accuracy; and have a high degree of skill in oral and written communications with a variety of people from different backgrounds and different levels of understanding. Analyzing data preparing graphs, charts, presentations, maintaining a database system; tracking and logging expense items; establishing and maintaining an efficient filing and reference system for all files; using automated data processing equipment to generate a variety of reports; typing letters, memos, reports, etc. in final form; processing incoming and outgoing materials such as correspondence, gathering data; preparing reports, and making recommendations; develop findings, recommendations, and justifications, etc..

There is no educational substitution for the GS-07 level.
