THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TRANSPORTATION MANAGEMENT SPECIALIST-TITLE 5, Position Description Number PDT5262000 and is part of the KY USPFO, National Guard.

Duties

As a TRANSPORTATION MANAGEMENT SPECIALIST-TITLE 5, GS-2130-9, you will serve as the technical transportation advisor to operating officials on all matters dealing with commercial movement of personnel and equipment. Analyze and advise on transportation considerations relative to the movement of equipment, supplies, and personnel via all commercial transportation modes. Develop, maintain, and exercise the commercial traffic functions of mobilization plans and training programs. Analyze traffic data to determine areas of potential improvement and make recommends for changes. Ensure traffic management and transportation services required to support the mission are accomplished. Receive, process, and dispatch commodity and passenger traffic. Reconcile Commercial Bills of Lading to verify receipt and shipment of equipment and supplies. Interpret and enforce Federal, State, and local regulations concerning the movement of hazardous materials and general commodities. Ensure carrier capability complies with government requirements and specifications. Manage the Carrier Performance Program for the state. Procure domestic and international travel for military and civilian passengers. Review the travel arrangements provided by the Travel Services Contractor. Ensure advance procurement of transportation services to achieve greatest overall cost efficiency. Monitor approved Travel Agent for official travel for quality assurance as an Assistant Contract Officer Representative. Advise travelers on entitlements and responsibilities. Manage the processing of refunds for unused commercial tickets into the government accounting system. Ensure travel requests are accompanied by approved travel orders and reconcile billing of requested travel services. Maintain all transportation related automated systems and databases to support the Traffic Management Programs. Accomplish the full spectrum of support for National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities. Perform other duties as assigned. Qualifications

SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-07) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Experience interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment.
