THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST - TITLE 32, Position Description Number PDD1922000 and is part of the KY DOL, National Guard.
***NOTE: Current on-board applicants (AREA 1, Title 32 employees within G4 only) will retain current tenure and be temporarily promoted or reassigned, all others will be hired with indefinite tenure.***
Duties
As a TRAFFIC MANAGEMENT SPECIALIST - TITLE 32, GS-2130-9, you will support the Defense Movement Coordinator (DMC) with the planning and preparation of unit movement plans and management of military convoy operations. Assist with the preparation, maintenance, and execution of training and contingency movement plans for mobilization, homeland security and deployment of ARNG units located within the state. Review Unit Movement Plans (UMP) and Unit Movement Data (UMD) prior to submission to Forces Command (FORSCOM). Coordinate with local, state, and federal agencies to determine highway availability, restrictions, and permit requirements. Obtain and issue approved permits. Receive, review and process requests for convoy clearance using the Transportation Coordinators' - Automated Information for Movements System Version II (TC-AIMS II) and issue Convoy Movement Orders (CMO). Provide official estimates of post mobilization transportation capabilities and requirements. Review records on the location and type of transportation assets within the state. Assist with the organization, supervision, and operation of the State Movement Control Center (SMCC). Assist with the management of the General Services Administration (GSA) Vehicle Fleet and Transportation Motor Pool (TMP) assets. Provides input in the formulation of the GSA Vehicle Fleet budget. Assist the DMC in maintaining, inspecting, and verifying serviceability of Army containers. Present instruction and assistance in training Intermediate Command Unit Movement Officers (ICUMO's) and Unit Movement Officers. Conduct visits to installations to coordinate mobilizations, annual trainings, and unit load plans. Perform other duties as assigned.

Qualifications
MINIMUM REQUIREMENT:
Experience and knowledge of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Must have at least 24 months experience interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.
EXPERIENCE REQUIREMENTS:

Education
Substitution of Education for Specialized Experience:
A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months experience. The education must have been in fields directly related to the type of work of the position. (i.e., transportation or traffic management, economics, business administration, accounting, finance, or statistics).
