About the Position: Serve as a Safety and Occupational Health Specialist with the US Army Corps of Engineers, Detroit District, Sault Ste. Marie, MI.

Duties

Plans and manages all aspects of a comprehensive safety and occupational health program. Provides guidance on the reduction of hazardous material used at facilities and implements procedures for disposing of hazardous wastes. Inspects civil works projects, locks and dams, civil works construction sites, storage and material handling operations. Investigates and prepares statistical data on mishaps involving personnel or damage to machinery, tools, materials or equipment. Develops and provides technical safety training to supervisors and employees using a wide variety of materials, publications, exhibits, protective devices, and visual aids. Attends pre contract award discussions and surveys compliance of awarded contract to assure safety of government personnel and equipment. Works with the District Safety Officer and facility manager on safety and occupational health requirements, standards, and procedures.

Qualify for GS07: Specialized Experience: I have one year of specialized experience equivalent to the GS-05 grade level in the Federal service in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position, which includes conduct safety inspections at industrial sites; make recommendations to improve safety on operation and maintenance projects; complete safety training for First Aid and CPR and Fire Extinguisher; research historical statistics to compile report on safety mishaps/accidents. OR Education: I have successfully completed one full academic year of graduate-level education with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene). (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement: I have successfully completed all the requirements for a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene) OR degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology AND am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). Qualify for GS09:Specialized Experience: I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position, which includes review and update operation and maintenance project work plans for inclusion of safety requirements; evaluate operations and maintenance at industrial sites with safety hazards such as fall, hazardous energy, confined space, load handling equipment; evaluate and report on mishaps/accidents that impact an organization; conduct Safety Related Training. OR Education: I have successfully completed a Master's degree or two full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required three years. Qualify for GS11:
Specialized Experience: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position, which includes applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; manage safety or occupational health program elements to include construction safety and health; analyze or evaluate new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; train workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; manage the dive inspection program ensuring policies and work practices for diving operations are followed; perform annual facility inspections.
OR
Education: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Combination of Education and Experience: I have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. Qualify for GS12:
One year of specialized experience equivalent which includes providing technical expertise as safety and occupational health in formulating policies and procedures; provide program direction by issuing interpretations to regulations, standards and technical guidance; manage surveys, evaluations, studies, and audits; assist with contract reviews and accident investigation/reporting; and advise management and staff on safety and occupational health matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, in order to qualify at the GS-12 grade, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

For GS-9 - Applicants must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7).
For GS-11 - Applicants must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).
For GS-12 - Applicants must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
