Positions will be filled with the Alaska Region (Region 10) and Eastern Region (Region 9). Final determination of the duty station will be made by the selecting official at the time of the job offer. The incumbent is responsible for administering a safety and occupational health program. Duties

Responsible for independently administering a safety and occupational health program that spans Occupational Health and Safety Administration (OSHA) compliance. Develops goals and objectives, prepares safety policies, procedures and guidelines, organizes and executes program budget, develops safety training curriculum and reviews proposed equipment procurement requests. Independently evaluates the health and safety program’s effectiveness, which includes assessment of current guidelines, procedures, policies, and the training program. Participates in the review of drawings for new structures, construction, historic building preservation, and major alterations to facilities. Performs safety inspections, both scheduled and unscheduled, and provides surveillance of facilities, operations, and hazardous work environments to determine compliance with safety standards. Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit’s work. Investigates mishaps and prepares detailed investigative reports, summaries, or facilitated learning analysis which may include a chronological narrative of factors contributing to the incident, including photographs, statements, and other reports.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-12: Applicants must have one year specialized experience equivalent to the GS-11 in the Federal service defined as one or more of the following: 1) providing technical guidance in the area of safety and occupational health; 2) evaluating safety operational procedures and programs and recommending changes; 3)analyzing unsafe conditions and operations and providing recommendations for abatements; 4) developing directing, and/or conducting safety training programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
