The primary purpose of this position is to serve as Chief of an AFRC Manpower Requirements Section with responsibility for planning, supervising and conducting all activities related to assigned manpower requirements and organizational programs.

Duties

DUTY 1: Serves as a Chief of AFRC Manpower Requirements Section with continuing responsibility for manpower requirements, both civilian and military (ART, active duty, reserve) as well as the integration and coordination of assigned Air Force programs which cross multiple functions. DUTY 2: Develops Manpower Requirements Program guidelines, procedures and operational concepts for assigned section to ensure effective and consistent accomplishment of manpower requirements studies and projects throughout the command. DUTY 3: Performs first level supervisory personnel management responsibilities over assigned employees. DUTY 4: Attends meetings, conferences, and briefings related to program planning, policy changes, controversial issues, assumption of mission and site activation (Site Activation Task Force or SATAF), and proposed legislation. DUTY 5: Presents briefings addressing overall programs and/or designated issues.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the goals, resources, objectives, functions, and sources pertinent to the Manpower Requirements Program. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 01. Ability to translate the impact of program, procedural and conceptual changes on current and projected work force composition and labor rates. 02. Ability to recognize the interrelationships of the various aspects of operating programs and skill in integrating and analyzing such information. 03. Comprehensive knowledge of the goals, resources, objectives, functions, and sources pertinent to the Manpower Requirements Program. 04. Ability to communicate effectively both orally and in writing. 05. Skill managing a team of specialists, coordinating their activities and determining the nature and acceptability of the final product. 06. Ability to gain cooperation from others through tact, courtesy, and diplomacy. 07. Knowledge of the principles, functions and processes of management. 08. Knowledge of personnel management principles as related to supervisory duties. 09. Knowledge of safety and health requirements. 10. Ability to originate new ideas, studies and methodologies. 11. Knowledge of manpower standard development and requirements processes. 12. Knowledge of statistical analysis techniques. 13. Knowledge of the AFRC structure, missions, and organizational relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
