This position is located at the United States Mint in Washington, DC in the Procurement Division. As a Lead Contract Specialist, you will lead a team of contract specialists in procurement operations.
Duties
As a Lead Contract Specialist, you will:
Perform staff procurement functions and cost/price analyses
Develop and execute acquisition strategies
Monitor and analyze the current status of relevant markets, including Information Technology, Manufacturing, Sales, Marketing, Protection, Commodities, etc.
Serve as the technical expert and principal contract advisor with full technical and administrative authority and responsibility to develop, implement, manage and monitor programs to meet short and long term United States Mint-wide goals.
Qualifications
You must meet the following requirements within 14 days of the closing date of this announcement.
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
-Experience planning and coordinating an organization's procurement program.
Examples of such experience could include (but are not limited to):
- Planning, organizing, and carrying out all phases of an acquisition related to the procurement of supplies and services in support of an operational mission;
- Executing contractual agreements;
- Purchasing or administering services in accordance with procurement laws, regulations and processes.
- Planning and conducting negations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Education
Education Requirements:
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
OPM instructions.
Basic Requirements for GS-13 and Above:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D of OPM requirements.
You must hold a certificate in either the legacy FAC-C Level II in Federal Acquisition in Contracting (FAC-C), or FAC-C Professional, or DAWIA (Defense Acquisition Workforce Improvement Act)/Department of Defense (DoD) Contracting certification. Submit a copy of your certificate for verification.
