You will serve as a HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS) for the STENNIS SATELITTE OFFICE of FLEET HRO NORFOLK. You will be required to report to either the Kings Bay, GA or Stennis Space Center, MS location depending on the location for which you are selected.

Duties

You will serve as an advisor to management in all stages of disciplinary/adverse and related Employee Relation cases. You will provide input on decisions which impact overall Human Resource policies at serviced commands. You will provide technical assistance to employees and managers on all aspects of Employee Relations including matters relating to leave, medical issues, performance issues, and pay (as applied under 5 USC and Fair Labor Standards Act (FLSA). You will serve as negotiating team member on contract renegotiation, mid-term bargaining, and impact and implantation negotiations. You will provide procedural advice in hearings before the MSPB, Equal Employment Opportunity Commission (EEOC), Virginia Employment Commission (VEC), and grievance arbitrators. You will advise managers on Labor Relation issues including union organizing and recognition, establishment of management negotiating teams, grievance preparation, assessing unfair labor practices, and other relevant matters. You will performs other duties as assigned.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09 To qualify for the HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS), GS-0201-09, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing/delivering briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings/recommendations. Experience providing advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals. Experience assisting in developing agreements between management and labor organizations, alternative dispute resolutions (ADR), contract negotiations, arbitration hearings, unfair labor practice (ULP) complaints, etc. Experience guiding others in the negotiation of labor agreements. Experience providing guidance, consultation, and staff assistance to supervisors and managers on disciplinary and conduct related cases. GS-07 To qualify for the HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS), GS-0201-07, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying labor relations theories, concepts, practices, laws, rules, regulations, precedents, and procedures. Experience evaluating and preparing responses to grievances. Experience preparing disciplinary and adverse actions, ensuring compliance with all legal, regulatory, procedural, and contractual requirements. Experience applying a wide range of personnel management theories, principles, laws, rules, regulations and procedures sufficient to identify problems. Experience assessing and advising on potential unfair labor practices charges. Experience and operational knowledge of Word, PowerPoint, Excel, Access, and HR data systems (e.g. TWMS, DCPDS, etc.) sufficient to work effectively and without assistance within those systems to accomplish labor/employee relations work. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-9
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related

GS-7
1 full year of graduate level education
OR
Superior academic achievement
