The primary purpose of this position is to exercise 2nd level supervisory and managerial authorities over the Plans and Implementation Flight, providing Communications-Computer Systems, long-and short-range planning and programming, leased communications management, resource management, surveying, contract monitoring, and Architectural Development and Control.
Duties
Plans, organizes, and oversees the activities of the Plans and Implementation Flight.
Exercises supervisory personnel management responsibilities.
Represents the organization with a variety of installation and functional area organizations.
Plans and develops methods, procedures, policies, and techniques governing base level communications systems and facilities.
Serves as technical advisor.
Prepares budget, technical reports, staff studies, and briefings.
Participates in discussions, meetings, committees or special projects; presents briefings and prepares recommendations and reports.

- Key position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency-
- - office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
- A 1-year supervisory probationary period will be required, if not previously met.
- Position requires a Secret clearance.
- Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice
Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience with a wide range of communications theories, concepts, principles, practices, procedures, policies, standards, and operational requirements, and the ability to relate to user requirements. Experience with operational and performance characteristics of communications to develop procedures, policies, and practices for local use; ability to research patterns to develop new methods, criteria and propose new communications policies and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of communications theories, concepts, principles, practices, procedures, policies, standards, and operational requirements, and the ability to relate to user requirements.
Knowledge of operational and performance characteristics of communications to develop procedures, policies, and practices for local use; ability to research patterns to develop new methods, criteria and propose new communications policies and procedures.
Knowledge of communications equipment, systems, services, and transmission media to evaluate new devices, proposals and approaches.
Ability to analyze a variety of unusual communications conditions, problems, questions or conditions associated with formulating projects or studies associated with systems compatibility, circuits, switches, distribution, satellite linkages and networking, and ability to communicate both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors, and the ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Knowledge of associated methods and techniques such as contracting procedures, legal requirements, cost analyses and budgets, and manpower requirements, and knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
