This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Financial Management Analyst for the Resource Management Division of the United States Corps of Engineers, South Atlantic Directorate Office in Atlanta, GA

Duties

GS-11 - 12: Responsible for receiving customer orders from various organizations which requires close coordination with operating officials from other Corps activities, higher headquarters, military installations, other government and state agencies. GS-11 OR 12: Provides technical expertise and guidance on all Plant Replacement and Improvement Program assets to operating officials and counterparts at HQ, five subordinate districts and other federal agencies. GS-11 OR 12: Serves as the liaison between HQ and the region to ensure all proper funding/Plant Replacement and Improvement Program procedures are in place to execute the program. GS-11 OR 12: Assists in the preparation and periodic updating of budget reports by gathering, analyzing, and consolidating budgetary data. GS-11 OR 12: Ability to perform analytical surveys, reviews and studies of District/Regional business and financial systems and processes. GS-11 OR 12: Interpret general statutory and regulatory guidelines in order to provide sound fiscal advice on the overall financial operations GS-11 OR 12: Analyze financial input generated by other organizational elements for compliance with appropriations laws, Chief Financial Officers Act, public laws, and other regulatory guidance. GS-12: Detailed knowledge and skills in applying the principles, practices, and methods of budget execution to determine whether obligations, expenditures, and requested allotments are within funding limitations of the approved budgets.

  • This is a Financial Management Level 2 Certified position designation requiring in the allotted time frame.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. REQUIREMENT FOR GS-11: Specialized Experience: One year of specialized experience which includes: Providing financial services in budget formulation, budget justification, budget execution, funds controls, and the coordination of projects schedules and budget; applying analytical and evaluative methods and techniques to interpret accounting data, financial reports, processes, and financial systems; Assisting in the design, implementation, and assessment of operating systems, procedures, or internal control processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: (Accounting, Financial Management, Finance field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. REQUIREMENT FOR GS-12 Specialized Experience: One year of specialized experience which includes: Providing professional financial services in budget formulation, budget justification, budget execution, funds controls, and the coordination of projects schedules and budget; Independently applying analytical and evaluative methods and techniques to interpret accounting data, financial reports, processes and financial systems; Providing technical financial expertise in the design, implementation and assessment of operating systems, procedures, or internal control processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
