Duties
At the GS-09, GS-11, and GS-12 levels you will perform developmental duties, as assigned.
At the Full Performance Level GS-13 you will perform the duties below
You will serve as an expert for Statistical Analysis and Design of Experiments (DOE) for the Test Design Division of the Operational Test and Evaluation Force (OPTEVFOR).
You will produce products such as Exploratory Data Analysis and System Characterizations of the Response Variable Analysis using the command template.
You will provide technical support and expert consultation services to civilian analysts, Operational Test Directors (OTDs), and Operational Test Coordinators (OTCs) in the analysis and evaluation of various phases of operational testing.
You will develop, review, and maintain statistical test designs, including formal Design of Experiments (DOE).
You will provide analytical support and recommendations for the development of data collection plans to include identification of viable statistical analysis methods.
You will provide analytical support and recommendations for the development of accreditation plans for Modeling and Simulation to include development of quantitative requirements and acceptability criteria.
You will ensure test and evaluation results of programs are technically evaluated correctly, have a sound, repeatable scientific basis for conclusions, adequately address critical operational issues.
You will perform assignments spanning the full range of Operational Test Design for all Naval Systems using understanding of the general concepts and principles of various disciplines.
Requirements

- Occasional travel is required.
- You will be required to perform periodic travel will be required for coordination of program requirements up to 10% of the time.
- You must be able to travel OCONUS as necessary in support of Operational Test coordination working groups and informational meetings.
- You must obtain a Defense Acquisition Workforce Improvement Act (DAWIA), Level II Certification in Test and Evaluation within the timeline prescribed by the Command.
Qualifications
There a Basic Requirements to hold a 0801, 1515, 1529, and 1530 series. position in the federal service . See the "Education" section of this announcement for details.
For the GS-11 position, In addition to meeting the Basic Requirement for one of the listed series, your application must show that you possess one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following:
1) Reviewing and interpreting technical data of an engineering and/or statistical nature.
2) Creating template products to articulate technical findings and results under the instruction of more senior analytical experts.
3) Communicating technical ideas and data results at a working level to peers.
4) Applying statistical techniques in an academic or professional setting.
OR
Have successfully completed a Ph.D. or equivalent doctoral degree.

Specialized experience must demonstrate performing duties such as the following:
1) Producing products (such as Exploratory Data Analyses and System Characterizations for Response Variable Analysis) using the command template.
2) Develop and maintain statistical test design under supervision.
3) Participating in process improvement activities to include application of statistics analysis to the development of test planning processes.

Have successfully completed a master's or equivalent graduate degree.
