This position is assigned to the Non-Appropriated Fund (NAF) Human Resources (HR) Branch; Commander, Navy Installations Command (CNIC). The incumbent serves as a Headquarters (HQ) Supervisory HR Specialist, technical expert providing service, guidance and consultation regarding CNIC NAF Retirement and 401k Program.

Duties

Duties include but are not limited to: Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training) for NAF HR Retirement Section. Conducts and administers CNIC NAF Retirement Program and provides policy guidance to CNIC NAF HQ and Region staff on matters related to CNIC NAF Defined Benefit/Retirement and Defined Contribution/401(k) Plans and portability of benefits to employees transferring between DOD appropriated fund (APF) and NAF employment systems. Works with employees on complex retirement program situations, such as combining federal service that has been credited under various and dissimilar programs. Counsels employees who have qualified for retirement benefits under two or more programs, such as military retirement and Social Security and federal civilian programs. Responds to complex retirement questions by researching entitlements, interpreting and explaining laws, rules, and regulations. Counsels' employees to help them obtain the maximum level of benefits (e.g., credit for military and prior government service, making service credit payment, etc.) Prepares estimates on routine and complex cases (e.g., hard to prove medical cases, etc.) for voluntary, disability, and discontinue service retirement; and employee deposits and re-deposits. Ensures HQ Retirement Specialists are provided with sufficient advice and guidance to allow performance of all required duties related to retirement program administration. Evaluates overall effectiveness of the CNIC NAF Retirement Program, including the NAF retirement database, to recommend improvements, correct deficiencies, and make necessary changes. Oversees reconciliation of retirement contributions, enrollment information, and third-party payment of the retirement benefit. Evaluates the effectiveness and accuracy of the retirement calculator and evaluates, maintains, and implements internal control procedures for retirement calculator inputs (e.g., service time, payroll data, contribution history, enrollment information). Develops communication materials to explain CNIC NAF HR policies. Participates in regional communications sessions with CNIC NAF HR staff, managers, and/or employees to present information on subject area topics. Develops and presents subject area specific training to both internal and external customers. Prepares and analyzes functional area specific reports.

Qualifications

A qualified candidate possesses the following: Four or more years of specialized HR experience in applying a wide range of federal HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments in the areas of defined benefits plan, defined contribution and portability as it relates to retirement. Comprehensive knowledge of benefits administration to provide expert advisory services and/or authoritative policy interpretations on complex, controversial or precedent-setting retirement issues. Extensive knowledge of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulations, and procedures related to retirement. Knowledge of CNIC organizational structure and mission(s) of organizations. Knowledge of CNIC's EEO policy and procedures. Mastery of and skill in applying advance CNIC HQ HR's principles concepts, practices, laws and regulations in retirement and entitlements. Skill and ability to gather, analyze, evaluate and interpret information to arrive at an option or decision. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to design and conduct comprehensive HR studies/evaluations that are extremely broad and difficult to identify/propose solutions to retirement related concerns and issues that are enterprise-wide in breadth, importance, and severity and previous studies/evaluations are frequently inadequate. Ability and skill in consensus building, negotiation, coalition building, consensus building advocacy, and other non-adversarial problem solving approaches sufficient to resolve problems and advise management or to interact appropriately in highly charged emotional situations. Ability to collaborate with and/or lead management in employing change process concepts and techniques by assessing program effectiveness and readiness for change, marketing program benefits awareness, and leading change initiatives. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to develop and effectively deliver presentations and/or training. Ability to perform the full-range of supervisory duties. Ability to communicate effectively both orally and in writing.
