The Supervisory Communications Specialist manages day to day operations of the Connected Health programs including but not limited to Secure Messaging, Veteran care portal (My HealtheVet), VA Anywhere to Anywhere real time video communication, Digital Divide, ATLAS, Broadcast Communication (Text Messaging), Integrated Automated Clinical Support (Annie), Veteran online scheduling and other apps on web, iOS and Android devices (and other tools and technologies yet to be deployed).
Duties
Manages critical operations of all technologies utilized by Connected Health programs and acts as the Project Manager for major deployments, upgrades, or refresh projects for technologies and applications throughout the facility/healthcare system, ensuring technologies are online and ready for use within established/required timeframes.- Manages new Telehealth and Connected Care equipment implementations to including technology equipment review, testing, configuration, installation, security, and verification of equipment's integration into existing IT network.
Serves as the SME and technical team leader for the integration of Connected Health technologies into associated systems and products, such as scheduling interfaces (i.e.,VistA, Cerner, VA Online Scheduling, Telehealth Management Platform, etc.) and other future integration projects.
Ensures implementation of and adherence to guiding processes and policies for the implementation of Connected Health technologies throughout the facility/healthcare system.
Evaluates the facility/healthcare system Connected Health programs against short- and long-range objectives and performance targets.
Manages complex projects with multiple technologies and/or multiple stakeholders, monitoring project milestones and deliverables and ensuring that assigned tasks are timely and correct.
Identifies the developmental, training and orientation needs for Telehealth and other staff related to technology throughout the facility/healthcare system. Assists with technical training for Telehealth and Connected Health technologies by providing training to end-users.
Collaborates closely with FTCs and/or Telehealth Clinical Technicians (TCTs) internally within the VAMC and at other external VAMCs/VISNs to coordinate Telehealth and Connected Health technologies and technical support activities that support the delivery of patient care. This includes supporting interfacility scheduling of resources required for clinical visits.
Provides technical support and resolution of issues throughout the facility/healthcare system and consults with OIT stakeholders as needed. Appropriately utilizes National Telehealth Help Desk (NTHHD) resources to escalate and resolve issues as needed.
The Connected Health Coordinator is required to provide the critical technical and program support necessary to sustain Connected Health operations throughout New Mexico VA Health Care System using state-of-the-art, clinical technologies and partnerships which provide access to care to Veterans.
The Connected Health Coordinator also provides supervision and performance assessment to a team of Health Technicians that are located at the Health Care Centers and CBOC's at New Mexico VA Health Care System who are tasked with training staff, patients, patient families, and caregivers on the various technologies within Connected Health.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Work Schedule: Monday through Friday; 08:00 a.m. - 4:30 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying technical and functional issues and developing recommendations to resolve problems as it pertains to Connected Health Programs; Deploying, upgrading, and maintaining compliancy of Connected Health Programs; Utilizing reference sources and decision making to resolve problems within a complex systems environment; Managing an establishing marketing strategy to grow the total users of Connected Health Programs.

Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a
normal tour of duty during presentations, briefings, speeches, health fair activities, etc. Fieldwork may involve travel for training activities, attendance at meetings and conferences.
