This position is located in the Office of Security and Support Services.

Duties

Performs space management services and functions for the agency. Surveys clients to ascertain space needs, recommends allocation of space, and translates into plans to meet the agency's needs. Determines the need for special use space, including meeting, shelter in place allocations, secured meeting and work rooms, etc., ensuring compliance with standards issues by GSA, the landlord, and other Federal agencies, as appropriate. Designs office space layouts and work areas, ensuring compliance with GSA and industry standards. Utilizes Computer-Aided Design (CAD) software, preparing the full range of drawings, schedules, and documents, including demolition, construction, electrical, reflected ceiling plans, furniture, etc. Maintains the master building plans, including any required for fire and safety and emergency procedures. Develops cost estimates for alteration requests and negotiates final pricing with the landlord based on unit price agreements and industry standards. Develops project and renovation schedules, prepares authorization documents, and coordinates alterations with clients, landlords, contractors, and suppliers. Inspects contractor's work to ensure compliance with contracting specifications, and safety and health requirements. Negotiates modifications to work plans as required. Keeps clients and managers informed of progress. Coordinates the final walk through and inspection of space alterations. Serves as the Contracting Officer's Representative (COR), for all renovation projects, cleaning and maintenance of the building, and heating, ventilation and air conditioning systems. Monitors contractor performance, tracks invoicing against obligating documents, and tracks such projects for capital asset financial management. Serves as the agency point of contact for all heating ventilation and air conditioning contracts (HVAC). Incumbent is on call evenings and weekends to be available to meet with contractors for HVAC issues. Tests HVAC performance in advance of use in special use spaces, and monitors system performance during meetings and other use of special use space. Ensures customer satisfaction with HVAC systems, particularly in special use spaces.

Qualifications

BASIC REQUIREMENT To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 obtained in the federal or private sector which demonstrates all of the following: Managing medium to large office buildings, including improving customer and client agency satisfaction with building services; negotiating service contracts and lease provisions; preparing service contracts; developing maintenance programs; evaluating and monitoring building operations, maintenance, repair, custodial, recycling, environmental management and alterations, etc. to ensure compliance with agency requirements and industry standards; performing budget formulation and execution; and conducting inspections of designated space or facilities. Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
