The primary purpose of this position is to serve as executive support for the Administrative Officer (AO) and provides the primary technical direction for members of the Primary Care Service administrative staff. To implement technical administrative policies and procedures, the PS works in a collaborative relationship with all administrative, clinical, and provider staff on the Primary Care Service and other members of the VASLCHCS.
Duties
Duties may include, but nay not be limited to:
The PS insures that the outcomes, guidelines, resources, accountability, and consequences are aligned for administrative support of the care team's clinical, research and education mission.
Assists in the development of local procedures and systems for establishing, operating, and assessing the effectiveness of clinical outpatient clinics and inpatient units for Veterans Equitable Resource Allocation (VERA) in accordance with agency policy.
Resolves and improves complete workload reporting issues for the Primary Care Service team. Educates providers, administrative, and clinical staff on workload accountability.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs.
Resolves audit/inspection activities for Primary Care Service by working with the Chief of Staff and section chiefs.
Responsible for the part-time physician audit, and ensures compliance of Primary Care Service Provider, Clinical, and Administrative staff with established standards for the electronic patient record.
Maintains data on all Primary Care Service Clinical activities including numbers of patients seen, waits and delays, encounter oversight, and other workload reporting with the goal of continuously improving the throughput and quality of the Primary Care Service clinical activity.
Manages and coordinates clinic schedules and physical locations in order to maximize efficiency. Interfaces with Primary Care on issues relating to clinic administrative staff.
Maintains the Primary Care Service timekeeping system which includes resident house staff, part time providers, full time providers, and administrative staff (approximately 100 staff).
Notifies technical experts to any changes in program quality data indicators. Collaborates with the AO, chiefs, staff and other departments as necessary to correct and problem solve regarding time and attendance and AWS policies and procedures.
Responsible for education of Primary Care Service staff in compliance issues.
Responsible for care team maintaining target levels for compliance parameters.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of clinical outpatient clinics and inpatient units for Veterans Equitable Resource Allocation (VERA).
For the Primary Care specialty sections assigned, incumbent will process information in a professional manner and has excellent oral and written communication.
Works closely with Primary Care Specialty sections to coordinate various services for patients to assure delivery of quality health care.
Effectively utilizes excellent oral and written communication skills when interacting with patients, family members, volunteers, and VA staff while maintaining a professional demeanor.
Perform as liaison with educational institutes, residents, fellows, and new FTE for new employee tracking, intake, training, information gathering, issuance PIV cards and keys, computer/software access, credentialing, pay comp panels, and proficiencies.
Works with IRM and the Data Warehouse to generate specific Primary Care Service reports.
Maintains the Primary Care Service organization chart.
Investigates and analyzes adverse quality trends or conditions and initiates corrective action.
Institutes auxiliary training for CPRS, VISTA, and other process related problems.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30am - 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
- For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service.
- For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive and practical knowledge and skill in applying basic analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the Service area. Knowledge of an array of specialized duties and responsibilities involving a wide variety of problems or situations, including developing information, identifying interrelationships, and taking action consistent with program objectives. Knowledge of the mission and functions of Primary Care Service. Broad understanding and detailed procedural knowledge of budget, data management, personnel, and information processing functions of the office.

- The position to be filled is a Quality Assurance Specialist, GS-1910-5. An applicant has 2 years of general experience and 45 semester hours of college that included 9 semester hours in related course work as described in the individual occupational requirements. The applicant meets 67 percent of the required experience and 38 percent of the required education. Therefore, the applicant exceeds 100 percent of the total requirement and is qualified for the position.

Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Skill in conducting detailed analyses of complex functions and work processes; and Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations.

- The position to be filled is a Management Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)
