About the Position: The incumbent of this position will serve as a Construction Control Representative within the Portland District, Engineering and Construction Division, Construction Branch, and will support both Veteran's Affairs Support and Resident Office efforts. The Offices are responsible for construction engineering management consisting of contract administration, quality assurance, safety, and environmental oversight.
Duties
Performing quality assurance services on construction projects; projects primarily include heavy emphasis on the Department of Veterans Affairs (DVA) Major and Minor Construction Programs.
Projects cover a variety of building renovations and new construction to include hospitals, medical research facilities, medical/specialty clinics, and other ancillary facilities.
Projects may also include hydroelectric facility upgrades and repairs, maintenance dredging, jetty repair, levee repair, and other heavy civil construction.
Reviewing contract plans and specifications to determine work requirements, evaluate constructability of proposed projects.
Monitoring the contractor's quality control system during construction and overseeing construction safety.
Preparing reports of construction and monitoring construction progress.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a state issued driver's license.
- Travel 25 to 90 percent of the time depending on the remoteness of project.
- Pass a pre-employment physical.
- Lift up to 44 pounds.

GS-11 Specialized Experience: One year of specialized experience which includes (1) evaluating contractor's compliance with contract requirements, (2) conducting inspections in the field, (3) assessing contractor quality control processes, AND (4) reviewing contractors pay estimates for correctness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
