THIS IS AN ARIZONA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA). This position is part of the AZ MED DET, Arizona National Guard under Position Description Number PDT5637P01.

Duties

This position is located in Phoenix, AZ with the MED DET. The primary purpose of this position to facilitate medical readiness and medical retention for National Guard military members. Using a collaborative team approach, assesses, plans, implements, coordinates, monitors, and evaluates options and services to meet complex health needs of Soldiers in order to promote health, wellness, and deployability. Addresses patterns or problems at the patient, provider, and/or systems level to promote smooth transition of Soldiers through the Military health care experience. Seeks resolution for identified problems, through individual or collaborative efforts to assure appropriate utilization and optimization of resources position provides non-clinical case management to provide pre-mobilization and post-mobilization Individual Medical Readiness (IMR)support to include identification and tracking of Service Members (SM) who are not Fully Medically Ready (FMR) either for dental or medical concerns. Cases will be obtained from Annual Periodic Health Assessments (PHA) events, Home Station (HS) or Mobilization Stations (MOBSTA) SMReadiness Processing (SRP) events or identified for those SM determined non- medically or non-dentally ready. Case Managers shall assist SMs to become Fully Medically Ready (FMR) by assisting with tracking medical and dental appointments, ensuring medical compliancy by maintaining communications as required with the SM they are managing.

  • Incumbent must possess and maintain a current state driver’s license.
  • NOTE: Individual selected will receive an Indefinite Appointment and may be converted to permanent based on availability of funds or position no longer being encumbered.
  • Must possess or be able to obtain a Secret Security Clearance within 1 year of appointment.
  • Must be able to obtain and maintain credentialing, privileging through the National Guard's Centralized Credentialing and Privileging Preparation Board. Possess a valid, unrestricted license in the US State, territory, or (cont'd)
  • the District of Columbia to practice medicine or transferable license from other states., board eligible or board certified to include maintaining continuing medical education (CME) hours.
  • May occasionally be required to work other than normal duty hours; comp time maybe required.
  • Must be HIPPA trained and maintain certification.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. (cont'd)

  • Must maintain current certification in Occupational Health from the American Board of Occupational Health Nurses.
  • Must maintain a current license as a Registered Nurse.
  • Must maintain a current certification in cardio-pulmonary resuscitation.
  • Must maintain an N-95 or fitted gas mask respirator if indicated by site hazards.
  • Must be medically fit to wear respiratory protection and protective clothing if indicated.
  • Must complete annual assessments for his or her immunization status and ability to wear respirator if indicated.

Qualifications

GENERAL EXPERIENCE: All on-board NG Title 5 Excepted Service GS-0610 Occupational Health Nurse employees must be certified at the next higher grade-level before considered as eligible for merit promotions to other Title 5 Excepted Service GS-0610 Nurse positions; and, must have a minimum of one year (12 months) on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant, to include an on-board Title 32 or a Title 5 Competitive Service employee, who is employed in a different series' position, must have at least two years of specialized experiences that are commensurate or equivalent to the GS-0610 Nurse Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of health services activities such as, administration, managed care, human resource management, logistics management, patient administration, budgetary and fiscal management, medical manpower, medical facility management, biometrics, medical recruiting, or aeromedical evacuation. SPECIALIZED EXPERIENCE: The primary purpose of this position is to manage a comprehensive Occupational Health Program for the state. Serves as the Occupational Health Nurse (OHN) consultant and principle advisor to the Adjutant General (TAG) on occupational health initiatives. In addition to a high degree of analytical ability, this position requires specialized knowledge of the basic principles and practices related to the management of occupational health care delivery systems. Must possess at least 36 months experiences in planning for and the execution of state occupational health and industrial hygiene programs. Must have at least six months experience in one of the medical service core functions, which are prescribed as: Health facilities, health plan management, medical resources, health care information, management and information technology, medical logistics, and medical readiness. Must have demonstrated skills in written and oral communication. Must have at least six months experience, education, and/or training which provided working knowledge of the principles and practices related to the management of occupational health care delivery systems. Competent in planning, developing, analyzing, and briefing the occupational health nursing services provided to National Guard personnel throughout the state. Skilled in developing and maintaining a comprehensive Occupational Health Program that involves the occupational health nursing services and program requirements. Knowledgeable in determining negative or positive occupational impacts on National Guard military and civilian personnel and public health. Skilled in formulating, analyzing, revising, and implementing policies, procedures and best practices in order to accomplish program goals and objectives in accordance with Federal, State and local laws. Fully knowledgeable in governing laws, such as Occupational Safety Health Administration (OSHA) Act of 1970; Federal Employees Compensation Act - FECA; Department of Labor; Department of Transportation; and, the Nuclear Regulatory Commission statutes; and, all applicable DoD Occupational Health Program guidance. Skilled in providing expert advice to the Adjutant General to protect National Guard personnel against adverse effects of health hazards. Skilled in determining if personnel are physically, mentally and psychologically suited for work in field operations and the industrial workplace. Skilled in providing medical care and rehabilitation of occupational illness/injury. Experienced in identifying physical deficiency; skilled in preventing decreased combat readiness caused by occupational illness/injury to military personnel; and able to provide corporate review, analysis and management of worker compensation and line-of-duty costs. Experienced in consulting on occupational health issues and experiences included work with the Civil Support Team, Enhanced Force Readiness Package commanders and the Radiation Safety Program. Experiences included support work and oversight to military and/or civilian personnel units exposed, or potentially exposed to chemical, biological, or radiological hazards in the work environment. Skilled in evaluating and administrating comprehensive occupational health programs, services, and capabilities for military and civilian personnel in the work environment to include field operations, garrison, industrial and administrative sites. Skilled and knowledgeable on how to apply information management resources such as, the DoD Defense Occupational Environmental Health Readiness System (DOEHRS); Medical Operational Data System (MODS); also, the DoD Occupational Health Program Resource Models; Occupational Health Information System (OHMIS). Experiences may cover a range of program elements such as, epidemiologic investigations of occupational illness and injury; industrial hygiene surveys; prevention, mitigation and treatment of occupational illness and injury; emergency treatment of non-occupational illness and injury; hearing conservation and readiness; occupational vision conservation and readiness; radiation exposure and medical surveillance; job-related immunization; illness absence monitoring; occupational health related work-site and industrial inspections; and health hazard education. Experienced in managing job-related hazards, such as chemical, biological, radiological, nuclear, and explosive hazards. Skilled in performing job-related occupational health screenings and medical surveillance examinations to included pre-deployment and post-deployment follow-up, pre-placement, baseline, job transfer, periodic, retirement, termination, fitness-for-duty, and health maintenance exams. Knowledgeable on how to wear personal protective equipment; skilled in using an automated external defibrillator and skilled in performing first-aid and critical care education IAW Service specific manuals, instructions, and regulations. Experienced, skilled and capable in performing Case Manager Consultant work and coordinating record results and requirements with the US Department of Labor (DOL) Regional OHN Consultant, NGB Regional Office of Workers Compensation Program (OWCP) Liaison, and the Director, Human Resources.

Must have an Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management, and Bachelors of Science in Nursing (BSN/RN), Biology, or microbiology. Bachelor's degree in nursing (BSN/RN) or Biology. Other completed degrees are acceptable in Public Health, Entomology, Microbiology, Zoology, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research, or other closely-related degree fields.

Certification as an Occupational Health Nurse or a Graduate Degree in Public Health (MPH/MSPH) with a bachelor's degree in a biological science.
